Its a Jag but yes, its the white one. I know the route so well, the traffic had just started moving, there was no need or expectation of stopping. The problem is that about 4 cars ahead, another car stopped to allow right turning cars to come into the road which caused traffic to cease. But otherwise the reasonable expectation was that traffic would keep on flowing.

Yes, I did tick that I didn't get a response from them. Will attach the documents tomorrow.  Thicker than my thumb!

Hi all,
Thank you all for your help with this!

So after more than a year of fighting FTL for escalating the PCH to a charge certificate whilst I was awaiting the CCTV footage to be sent, a judge has ruled that the charge certificate should be cancelled via an N244 application ( I didn't fill out the first one very well!). I then travelled for a week and came back to a letter from TFL that they have referred the case to London Tribunals. Is that the correct step for them to take? They didn't even take time to engage directly with me again. I thought that was the whole point of the judge's order? and they are asking for £160 from the adjudicator when my whole argument was, I contacted them with the 14 days and so at the very least, I should have still the 50% discount as they sent a charge certificate before any of the evidence ever made it tome. Evidence I had to chase at least 3 separate times!

I completely missed this,

My apologies.

The hiring company first notified me via email on 23rd April 2025 that they had received the PCN. They advised me to await a letter addressed to me if I wanted to challenge it. This letter is dated 06/05/2025.

So you are saying the PCN should be cancelled as it has expired?

We have been going back and forth with them because they never property replied to our appeal and sent a charge certificate and then registered with TEC. We had a baby around he time and hubby was dealing with it but he sent the PE2/3 ion his name rather than mine so it was rejected and now they have sent the debt to debt collectors. We are looking to submit another PE2/3 but in my name this time.

ANything else you think we can do at this time?

UPDATE! PLEASE HELP- 6 DAYS to respond
I submitted an n244 (without hearing) and it was GRANTED

Is anyone able to advice on how I fill out the PE2/3 as i never officially sent an appeal because they sent the charge certificate to me.

What step am I supposed to do there?

I have 6 days to take action!

UPDATE

Things have escalated to baliff stage. I tried to submit a Pe2/3 form but because I never submitted an appeal and clearly received the PCN,  my submission was declined. Attached is the letter.

Any advice on how I can move forward? Or should i wave the white flag?

The leasing company has informed them I am the hirer, why are they asking me to sign something admitting liability?

TFL were going to send me a transcript of my interactions with them to me to use as evidence to contest the charge certificate being issued.

After requesting the footage a third time, it finally got sent but whilst awaiting the transcript, I received an order for recovery.

Now I feel this is all still grossly unfair because the charge certificate should never have been issued to me in the first Instance but because I did receive the pcn and didn't appeal (whilst awaiting them to send me evidence) I don't see myself fitting into any of those boxes outlined in the PE3 forms.

How do I even proceed to challenge them for essentially robbing me of a fiar chance to appeal?

I called them today to request the transcript again and then to complain. They said a manager will call me tomorrow to see if we can resolve this. Hoping this will go well.


Any further advice will be very greatly appreciated.

So we made an appeal on the website stating I was not the driver. They then sent a letter asking for evidence that there is another hirer/leasee of the vehicle and we should respond within 8 days of RECIEVING the letter. I have spoken to my leasing company and can't get hubby's name on the contract although he is on the insurance and his name is on the cuurrent certificate of insurance (recently updated on their system automatically from 30th June), we have no previous certificates confirming (never needed to download them) his additional to the insurance although he has been on the insurance since the start of the contract in 2023.

Please see copy of correspondence attached.

Any further advice?

P.s. the back of the attachment has no other information. Just finishes the signature with ' HEAD OF PARKING SERVICES'
