The leasing company has informed them I am the hirer, why are they asking me to sign something admitting liability?

TFL were going to send me a transcript of my interactions with them to me to use as evidence to contest the charge certificate being issued.

After requesting the footage a third time, it finally got sent but whilst awaiting the transcript, I received an order for recovery.

Now I feel this is all still grossly unfair because the charge certificate should never have been issued to me in the first Instance but because I did receive the pcn and didn't appeal (whilst awaiting them to send me evidence) I don't see myself fitting into any of those boxes outlined in the PE3 forms.

How do I even proceed to challenge them for essentially robbing me of a fiar chance to appeal?

I called them today to request the transcript again and then to complain. They said a manager will call me tomorrow to see if we can resolve this. Hoping this will go well.


Any further advice will be very greatly appreciated.

So we made an appeal on the website stating I was not the driver. They then sent a letter asking for evidence that there is another hirer/leasee of the vehicle and we should respond within 8 days of RECIEVING the letter. I have spoken to my leasing company and can't get hubby's name on the contract although he is on the insurance and his name is on the cuurrent certificate of insurance (recently updated on their system automatically from 30th June), we have no previous certificates confirming (never needed to download them) his additional to the insurance although he has been on the insurance since the start of the contract in 2023.

Any further advice?

P.s. the back of the attachment has no other information. Just finishes the signature with ' HEAD OF PARKING SERVICES'

Hi all,
Its me again. This time, my husband was driving (he is also insured on our lease car).

The pcn states he entered the road at 09.10am where the prohibition ends at 9.15am. We have not seen the sign showing this do not remember it and the images they provide does  not show the sign. I had to go online and find the road name to try and get details of the restricted access, it's a school road. There is video footage but it only shows my husband turning into the road at 9.10:52 seconds. No signage in the video either but it's onward facing as you come into the road and not from our perspective.

I intended to wait near 28 days and file an appeal to say I am not the driver but Enfield council have removed this ground for appeal! Can they do that?

How can I proceed?

Hi all,
Thank you for your advice in advance.

So, this one is probabaly my fault. I was dropping my grandma off at Eastcroydon station and parked behind a car to run her to the platform. Unfortunately,  engineering works meant the whole journey had to be aborted but it took nearly 20minutes to sort this out and when we came out, I had a ticket (attached).

This is my last day to pay discount.

Should I just pay? There were no clear marking hut I was behind a backlog of cars which had all coveneniently moved away from the images the CEO took.

Please help.

Update:
I've now had to call them twice (making 3 in total) to request this video. Last person said they would action the request themselves and I also asked for notes on my case so I can make a representation against the charge certificate as it was issued when I was awaiting a response from the first telephone call. Any advice on how to proceed if I do get the video or if I don't? As I am very skeptical of that at this very point in time. The initial request was made 1st week of March! It's been nearly 3 months!

So I emailed them as I got a charge certificate. They have now agreed to reduce it back to the initial amount and given me 14 days to pay redu Ed amount but I  still want to argue for the chance to make an online representation. See correspondence below:

My response below

"Dear Team,

Thank you for your reply, I have been unwell and therefore unable to action this.


Thank you for returning the pcn charge to the original amount however, the point I made in my email is that I was unable to submit an appeal in the given period because (according to previous correspondence from you) your systems had already recorded the response from lease company as an appeal and therefore did not accept any attempts I made to submit my appeal. 


My argument here is that that is in itself an unfair practice as it robbed me of the right to make the appeal. Therefore I ask that you reset this to allow me to submit my appeal as I intended originally.



I look forward to hearing back from you.
