So I emailed them as I got a charge certificate. They have now agreed to reduce it back to the initial amount and given me 14 days to pay redu Ed amount but I still want to argue for the chance to make an online representation. See correspondence below:

My response below
"Dear Team,
Thank you for your reply, I have been unwell and therefore unable to action this.
Thank you for returning the pcn charge to the original amount however, the point I made in my email is that I was unable to submit an appeal in the given period because (according to previous correspondence from you) your systems had already recorded the response from lease company as an appeal and therefore did not accept any attempts I made to submit my appeal.
My argument here is that that is in itself an unfair practice as it robbed me of the right to make the appeal. Therefore I ask that you reset this to allow me to submit my appeal as I intended originally.
