Hello all,
I have received a notice of enforcement relating to a PCN from August last year and will be extremely grateful for any advice given.
I rented a car in August last year and two weeks later, received an email from the rental company containing a PCN. They informed me that my address would be passed on to the council.
I used the PCN number to appeal this and received an acknowledgment email to this effect. I used my name and address for this process.
I never received a response to the email, neither did I receive a new PCN in my name. I assumed there was as a backlog at the council as they had initially stated that their response time was 56 days.
Two weeks ago, the tenant at my old address informed me that an enforcement letter had come through for me. The envelope was marked as such.
It turns out the car rental company gave the council my old address and which they held on file even though I used my current address for this rental. I also have evidence of a credit search they ran on the current address during the rental. This explains why I never received the revised PCN although I would have thought the Council would have at least responded to my appeal.
Can anyone kindly advise on how to go about resolving this? Is this classed as a CCJ and will it be recorded on my credit report? I do not mind paying the original fine but obviously this has now risen substantially. More importantly I’m to protect my credit as I have a major credit application in the pipeline.
I’ve attached all letters received below.

The street map is attached below but this is out of date as it shows the bollards which are no longer in place.
