ANything in your lease agreement about parking?

Any chance of a GSV link to exactly where you were parked.

There seem to be green notices about Private Parking around the estate:

This appears to be a private parking ticket (Parking Charge Notice, not Penalty Charge Notice) albeit issued by Camden Council - I am  moving it to the Private Parking forum.

the first link you posted, its that car park. Think that sign is there, but its not legible, has some kind of paint over it.

Regardless there is still no evidence emailed back to me a week later after contacting them. Should I just pay the fine?

Well you can stick to your line - that the CEO is lying- or not.

You were there and you should know what happened - after all you would have received the PCN relatively soon after the events.

The partial NOR is gibberish e.g. Resident Permit Holders only etc.

The traffic signs(in GSV) are clear: it's payment only.

Pl post the full NOR and the PCN.


I was there and like i mentioned No one had ever walked up to me and talked to me whilst being in my car, I never even got out of my car, I was pulled over briefly to do something on my phone, car was not even turned off. My windows are all blacked out so not sure if officer thought car was empty, but would not make sense as my lights would be on.

Have already sent the case to the tribunal. Does Islington actually have a case here, or will judge just throw this out?

I'm convinced Islington has a personal problem with me as they keep sending me fine for a school street violation, despite me having the school streets permit and also a parking permit on the same street as i live on it. I have had to get local councillors involved to get them to back off. So wont be surprised if this is a similar thing, but obviously cant really say that in the tribunal can I?

Got the following PCN from Camden council. Initially thought it was a scam as it states you can only pay by phone. Also running the PCN number through Camden's PCN viewer is not possible as it begins with CD yet they require a CU number. After some research turns out its a real PCN from the Camden estates PCN team. They said If I wanted to view evidence I have to email them, which I did on the next day. They said there is no timeframe for them getting back to me with evidence. So far no photos of anything. Can not see any signage in this estate regarding any parking information at all.

Where do I stand with this?

Furthermore the spaces in this estate are mostly all always empty, and when checking online to buy a permit for the space, none are ever available. I am a leaseholder of a flat there, if of any relevance. Have been parking there with no issues for 4 months and now this.

For the best chance of meaningful advice it is only necessary to redact your name & address where present. Please leave everything else visible, in particular the PCN reference number and the vehicle's registration number.

Have now received a PCN for apparently being parked in a bay and haven "driven away" before the "officer" could attach the ticket to my car or take photos of anything.

challenged it and received a rejection letter. Have attached Islingtons comments from the letter in the photo below.

Where do I stand with this and how do i get it thrown out?

I have absolutely no memory of this. I often pull over for a quick phone call, I can only imagine I was pulled over and an "officer" was trying to do a fast one on me. They mention there is "bodycam" footage of them talking to me, which is 100% bogus. The age is also completely wrong.

I have two issues

1) I live on a school street road. This road prohibits people entering it via vehicle between 1500-1600hrs. Unless you have a valid residents permit. The rules regarding this are extremely grey. Especially with things like changing your number plate to a private one. If you buy a residents permit you are automatically whitelisted into the school streets ANPR system. So it has never been an issue for me. But one year ago I put a private reg on my car, and emailed the school streets team. Because they took weeks to get back to me, I ended up with about 4/5 PCNs. As apparently they expect me to put my original number plate back on every time i drive into my own street, until they can be bothered to update it in their system. Challenging them was always denied. I took it to the tribunals and compiled evidence and won. As per the Islington traffic management order, I am entitled a permit, and had one. This actually got so outrageous trying to get them to whitelist my new VRN that it was easier for me to end my current residents parking permit and just buy a new one for £60 to be automatically whitelisted.

Fast forward a year later to now, They have sent me 3 of the same fines again since the new year. Not heard back since submitting challenges yet, But this is a joke. I also emailed the school streets team again and they replied with a bogus email stating if I want to be whitelisted again I need to provide my new car insurance document since mine ran out 7 Feb 2025, yet all the fines I got were 16-1-2025, 30-1-2025, 4-2-2025. I'm sure you can see how comical this is. Furthermore its bizarre that they request me to send my documents to them via email, yet if I just buy a new permit I'm whitelisted, as I have to provide the same document there also. If perhaps the whitelisting process only has a 1 year life span, They should clearly state this on their website / elsewhere. Yet this is not stated anywhere, and is not actually clear if this is the case yet.

2) Onto my second issue. On occasion I rent out my car through a family business. Its the only car we have that we rent out. The hire agreement we have the renters sign, states clearly that they are responsible for all fines and they know this. In the past year we have had 4 PCNs from Islington, come through when vehicle was hired out. When challenging it and requesting to transfer liability to the renter, on the first PCN, Islington requested a copy of the hire agreement and an accountant letter. Then they transferred the liability fine. The exact same renter, on the same hire agreement, a day or two later got a second PCN. Islington refuses to transfer liability, despite it being the same person and the same hire agreement. They now sent a letter claiming the transfer of the first PCNs liability was a mistake.

The vehicle is registered to one of my family members as an individual. We do own a LTD company and do rent out the vehicle via it on occasion. The same family member is also a sole trader. Islington persistently state they will not transfer liability since the vehicle is registered to an individual. How is a sole trader who rents out cars on occasion supposed to register the vehicle to a company? There is nothing wrong with renting out a vehicle as a sole trader... It is bizarre to set up a whole LTD structure, a whole individual bank account, just because you on occasion a few times a year rent out your car. Furthermore there are actually no clear rules produced by Islington to state what their requirements are to transfer liability of your vehicle was rented out.

Since all these PCN challenges are constantly denied, I have now taken the hire agreement ones to the London tribunals again. Still waiting for the school streets challenge results to come back. But this is borderline harassment. I run multiple businesses with my family and the amount of time I have had to set aside to compile evidence for everything and the rest is outrageous. It costs me time and money.

I have already started an email thread with all local councillors Yesterday. I am taking this to the Local Ombudsman also.

Is there any way I can sue the Islington for wasting my time? How do I get money off them> as this is a total joke. All fines I have received that were me or my family, legitimate errors, we always pay them.

I am totally furious.

Any advice please?
