Civil penalty charge notices (Councils, TFL and so on) / PCN for Metrobus sliproad off motorway

My partner received a PCN for the metrobus slip road in bristol, first time traveling there - it was mistake as he got lost at took the wrong road off the motorway (should have been the next exit). He did not realize he had done this, so we did not expect anything in the post. Since the day which was last Sept - We have both been in hospital, my partner is still in hospital very unwell. No post got opened until December - I let the council know that my partner would want to appeal but he is unwell. They have since written to me stating that they only will deal with me if I get a signature from my partner. He is too sick to do this. I've sent all the hospital documents, so they have all the proof. He hasn't seen any letters from them due to his illness.
I don't know what my rights are, they have threatened bailiffs and I've told them to stop since, my partner is vulnerable, but now the council won't do anything because I don't have his permission to deal with it. Technically he hasn't received any letters from them, he cannot read or comprehend them.
I've since looked up the slip road and it is a known problem that it has bad signage and the only way to avoid it seems to be reversing back onto the motorway which seems very unfair, since obviously you cannot do this. I've also seen online that they said they would not issue PCN's for first time offenders, only warnings.
Whats the best course of action?
