I paid for 15 minutes parking from 9:41 to 09:56.

I got a parking ticket for parking on street. I paid but not before a rapacious traffic warden slapped a ticket on after 'observing' my vehicle for 5 minutes. I made an informal representation but they said the PCN was correctly issued...

I know you get 10 minutes grace period after your ticket expires but what is the grace period to purchase a ticket? Is it worth appealing to Parking Adjudicator?
