#1 DBC Legal Euro Car Parks Court Claim Letter

Hi there, After nearly 4 years of rejecting my reasoning for a non payment of a parking ticket, upon entering the car park, I have now received a Court Claim Form from DBC Legal wanting me to pay £310, including fees, etc.. Here was my situation on that day: On the day in question, I had taken my father, who is a Blue Badge holder, and suffering from dementia, to see a friend of ours, as my father was becoming less able to travel anywhere, I wanted him to see her while he was still able to have a conversation. Also, apparently this car park doesn’t make exceptions for Blue Badge holders, and it’s not part of my dispute, but I thought I’d mention it, to reiterate my father is not too good. After the visit, we were driving back home through the town, my father began to not know where he was, and became really confused, and upset. I think the day had been too much for him, so I pulled into the car park to calm him down, and consoled him. Eventually after about 20 minutes, he settled down, and we could carry on the journey home. As you will appreciate, it’s a difficult having a parent in such a state, and obviously I didn’t even think about the payment, as I had no intention of staying for a period. My father was my only consideration at the time. As I've expressed with each of my responses, I believe there should be allowances in some unusual situations, such as this one, but have only been met with the standard pre written threatening letters. I was only there for 20 mins, and the parking amount I should have paid was only £1. If course I'd have paid it had I been intending to stay there. I didn't even get out of the car, when I was in the car park. My question is, am I best to complete the Defence an Counterclaim form, saying I dispute the full amount, with my reasoning, and send it back? Or are there any other things I need to do?
