-24 May 2024 caught by police driving uninsured

-1 week later received letter of fixed penalty of £300 and 6 points, paid £300 but did not know need to provide licence details and did not send the return slip back to police

-Moved house 2 weeks later, already updated licence and V5 to new address within 1 month

-22 Nov 2024 received an email notifying refund of £300, few days later called the police talked to an admin officer, I told her my new address, she said new address already noted in the computer system, and asked me to wait for another correspondence to be sent to new address

-No endorsement on my licence at this point yet

-Until beginning of Jan 2025 still nothing sent to new address. Called police again and asked about the progress, another admin officer said a SJPN was already sent to old address in the beginning of  Nov 2024, and was able to tell new address already noted in the computer system in the end of Nov 2024, but didn't know whether anything was sent out to new address, and asked me to enquire the court

-That means prosecution already took place within 6 months from the offence date

-No endorsement on my licence at this point yet

-Called the court, another admin officer told me the case was under investigation by court, and he also able to see from computer system new address already updated, he asked me to send an email to cjs.cto@westyorkshire.police.uk about my updated address. So I sent email twice on 7 and 14 Jan 2025

-28 Jan 2025 I just found out on DVLA website I was already convicted on 16 Jan 2025, and have 8 points and £660 fine, but still nothing was sent to new address. Called the court again. Another admin officer said she immediately sent an email to the responsible unit (don't know what exactly is that) , but just told me to wait for further correspondence to be sent to new address, I can do nothing other than that

So what's my appropriate next move? I expect there's little chance to get the conviction withdrawn (although this would be the best result I want). But the thing is, obviously both the police and court failed to send anything to my new address, I know I need to do something to someone in order to let myself able to respond and pay the fine and put an end to the matter. Otherwise probably some bailiffs will come after me. From what I know one thing I can do is to file a statutory declaration to request to reopen the case, but not sure whether this is the best option, as there's a possibility the final punishment might even be higher. Any suggestions for me? Many thanks for taking time to read and give me suggestions!
