Hello

First time posting on this site, but requesting some guidance.

My friend’s son is an apprentice builder.
He and colleagues parked in a cul-de sac.  He was using his car, his colleagues in white vans.
Various wardens advised them they could park on a single yellow line, which they did.
Sadly last week the apprentice received a PCN while the two white vans were ignored.
The apprentice has autism and quite confused that he was told one thing but still got a ticket.
Is there anything he can do to appeal his PCN?
