Civil penalty charge notices (Councils, TFL and so on) / London Councils, Brent, PCN parking grassy verge, no signage

Hello,
I received a PCN for parking on a grassy verge on Salmon Street in Brent, close to Fryent Park. I was not breaking the Highway Code but apparently all London councils have an amended version of the Road Traffic Act that prohibits parking on a grassy verge and they do not require signage to highlight this. I have had my informal appeal rejected. I am surprised that there is no legal obligation for signage in the London borough's when there rules are outside the Highway Code. Has anyone had any experience of this? I expect that I am unlikely to successfully appeal. Any advice or similar experiences out there? Thank you!
