Civil penalty charge notices (Councils, TFL and so on) / PCN Entering and Stopping in a Box Junction When Prohibited

Hi,
I wanted to double check if it's worth appealing this.
I received PCN for Entering and Stopping in a Box Junction When Prohibited. Contravention Code 31J from Havering Council.
I entered the yellow box junction, when there was no traffic ahead of me to go straight. As I was entering, I noticed the ROAD WORKS AHEAD sign which was at the end of the box junction. I stopped for approximately 1 or 2 seconds to read the sign and then turned left instead. There were no cars behind me, so I didn't affect anyone. I was actually the only car on the road at that time.
Is this worth appealing?
