Private parking tickets / PCM Parking PCN - Contravene T&C? - Southmere Development, Abbey Wood

Hi
Driver parked in an unmarked bay outside of the hours where the tariff applies (08:00 to 18:30). Driver went to car the next day and noticed they had received a PCN that was issued at 06:30. Immediately appealed online and received a follow up letter to say the vehicle was parked in a manner that contravenes the private land.
The sign isn't very clear that you need to have a session outside of these hours - if known, driver would have utilised the virtual visitor parking. Hours are enlarged writing but the rest of the text is quite small which is hard to read at that height. We had to zoom to get a clear pic of the sign.
The fine is currently £60 if paid within 14 days and if I need to appeal again, it would go to the Independent Appeals Service within 21 days and would be £100 instead of the reduced rate. After 28 days it's a potential referral to debt recovery where the charge increases to £170. Not sure what to do but it seems like the only out now is to pay it or go through the appeal process and possibly lose again and pay the higher fee...

There's no longer any metal fences up but there are two signs on the lampposts (fairly high off the ground - maybe 10ft or so).
