Speeding and other criminal offences / Speeding Fine

Hi,
New here and I thought I would give it a try finding some advice online.
I am a fairly new driver and very careful as I drive with two children a majority on the time.
On the 1st of November at Holloway Road, Parkhurst Road end, I was flashed. Considering my dashboard said I was going 21mph, and a car beside me had just zoomed past, I assumed the flash was at him as I was not speeding in any way.
A month later I received a letter from the Met Police about the very same occurrence stating I was driving 25mph. In the photo you can see the other car beside me side by side. There was barely any details on who to contact if I wanted to discuss the matter, and instead I was offered a speeding course to avoid gaining 3 points on my license.
Whilst I could just take the course and be done with it. I don’t believe I should have to pay £90 and lose my first speeding waiver over a situation where I was not speeding.
How often do these speed cameras get it wrong?
It read online that if I do challenge it and lose I will end up with points. When I had then returned the form with my details as requested, I then found a page online that allows me to submit information on the matter, however, it was too late to do so as I had posted the form back and couldn’t get the reference number to start the query.
Please help!
I have until March to make sure I complete the course.
