Speeding and other criminal offences / Missing license details on fixed penalties

Hi had court summons for a pcn paid in August. Have evidence of payment etc but no proof of part 2 licence number ( even though they already have it) their phone line is worse than tax office so asking if anyone knows if part 2 is a paper or online procedure?
