Thank you everyone for your help. I would like to appeal asking to offer a discount penalty due to the PCN arriving too late. Is there any template I can use? Or can someone help me with legal wording on how to put is correctly, please.

Hello again and thank you for replying. Here are the answers to your qs
- I have received only 1 PCN so far
- The date of the contravention is 15/11/2024 and the date of notice is 20/11/2024.
- I am the keeper but the driver was a friend
-  the PCNs addressed to the address held by DVLA
- the PCN arrived as a normal letter via letter box today 14/11/24, even though it has been posted as a 1st class Royal Mail.

The driver is happy to pay a penalty but I believe it is unfair to pay the maximum in such a situation.

Hello, I have just received a PCN that has been issued 15/11/24 for the contravention 53J -failing to comply with a restriction on vehicles entering a pedestrian zone.
However, the notices arrived 29 days from the date of contravention (15/11/2024). So I now cannot pay or appeal.
Any advice on what I can do, please?
