Hello All, thanks for taking the time to look at this
Car registered under my name with Wife as named driver. She accidentally went through a time restricted area, passing 2 areas going and return. This created four PCNs
She appealed during the 28 days notice period. As she is not working, part of the appeal was a suggestion that she could pay 2 x PCN’s and if they could disallow the other two, as this would put her in financial difficulty
At this stage, she paid 2 PCN’s as 1) she did not want to incur any debt and 2) prove she was serious about her request of paying 2 and hopefully getting 2 cancelled
Here comes the confusing part, well for me anyway:
27/11/24 I received a “charge certificate” explaining that I did not appeal and therefore the charge has gone up and to pay. No contact details given
28/11/24 I received another letter explaining that they did receive a “correspondence” from my wife but they cannot act on it as I am the registered keeper and I did not give consent or make a representation. Letter states for me to do so. As the 28 days has passed to personally appeal, I sent them a letter authorising my wife to be point of contact and to use her appeal
9/12/24 I received a further letter saying the fine has increased and a “ loose” reference to whether they have acted on my authorisation, which isn’t clear. It will be passed to debt recovery

Charge certificates - London Local Authorities and TfL Act 2003 & London Local Authorities Act 1996 - no NoR and thought let me reach out for an opinion and advice. According to the walkthrough, and you may have sussed it already, I DID NOT receive a NOR.
