My daughter received a PCN from Euro Car Parks for having breached their contract in a car park in Cheltenham. They run it for Gloucestershire County Council.

She paid the correct amount, didn't overstay and parked correctly, displaying the ticket. Unfortunately only 1 digit of her Reg showed on her ticket. She didn't check the ticket at the time and it was only when she received the notice from Euro Car Parks that she realised.

She appealed, saying that she'd paid, the credit card transaction had been made with Euro Car Parks and the machine must have been faulty.

They rejected the appeal via a letter dated 18/11.

What's not clear is as follows:

1. Does she still have 14 days from that  date to accept the £20 admin charge which closes the matter?

2. If she goes to POPLA will they accept her appeal and look at the case? Their web page suggests that they won't because she has declined the £20 offer.
3. I've contacted the Council about possible malfunctioning machines but they say only Euro Car Parks can deal with it which is fair enough. I think we are unlikely to get anywhere trying to go down that route. Anyone have any thoughts?

In conclusion, I'm thinking that she'd be best advised to go for the £20 option if still available especially as she gets very wound up with long drawn out matters like this ( an ongoing one about a PCN for not displaying her permit in her own designated spot at home, it fell off apparently).
