Please note that 14 day window expires tomorrow as PCN was not opened until today as I have been away and the driver did not open any post not addressed to them.

Facts:
The car was driven to a school for the driver to provide free hockey coaching lessons for years 4&5. On arriving at the school they were told that the school car park was not available and was directed and accompanied to this car park where other staff members had parked. The signage for the car park clearly says that staff members can park there. The driver was not given any parking permit or badge but simply told to park there

A PCN has now been received by the owner saying that no parking charges were paid, which is correct because the driver was told to park there by the school and no mention was made that the driver needed to pay.

The driver has contacted to school and was informed that multiple members of staff also received tickets that week and that they will handle but the 14 day window to pay/appeal is tomorrow and I don't know what to do. The letter was only opened today as I have just arrived back from holiday and the driver did not open the PCN as it was addressed to me, as the owner.  As owner (and not a teacher) I don't want to rely on the school not appealing.

Please can someone advise me what to do?
Is this akin to Heathrow drop off NtK./ driver disclosure?

I have received a PCN for my daughter allegedly failing to comply with a no entry restriction.

I only opened the PCN today as it is addressed to me (I am the owner) and I have been away. The date of the PCN is 30/04/26. Do I have to appeal by tomorrow to fix the PCN amount to the reduced rate or do I have a full 28 days to appeal and, if rejected, the reduced rate remains?

My daughter was running a free hockey camp and was told to use this car park as the school one was closed. She had never been there before. On exiting she had to leave through the entry because the exit was blocked off with a digger and road works.

As she had never been there she was using waze which she initially thought told her to turn left. She saw the 3 no entry signs but thought they related to the car park exit that was blocked.

After driving 10/20m down road, Waze started yelling at her and you can see her braking in the video. She immediately did a u-turn at the give way markings on the road but the video cuts off at 8 seconds so you can't see this. You can however see her braking. I don't know if the council has deliberately cut the video off at this stage. The no entry sign on the RHS is blocked by tree cover if you look on googlemaps.

She has now received a PCN and I don't know if there are any grounds to appeal. The 3 no entry signs are very close together and I can see how she might have got confused, especially as waze sometimes takes a few attempts to figure out where you actually are once you've started moving.

I was just concerned that I had missed the official 14 day window and thought i'd just get shot back straight away with a "go pay".

I have done under a new thread for ease.. using the topic title as requested. What you guys do is amazing and much appreciated. Just didn't want him needlessly reading my waffle and investigating something that might just be "pay the full whack"

Car was driven down Oxford Thames street on 15 December at 11.50.
First time in Oxford and didn't realise there was congestion charge so didn't pay.
PCN issue date 7 Jan
Went on holiday 10 jan at 4.30am and no post before then
Arrived back evening of 24 jan and opened pile of post. nothing there.
This morning 27 jan found a second pile (thanks daughter) on sideboard and opened to find the PCN.
Tried to pay reduced rate but it won't let me.

My point is that our post is very infrequent : sometimes only twice a week - we frequently gets official letters posted over a week before we receive, sometimes 2.

How do I pay the reduced amount? Can I appeal and then get the reduced amount? Bottom of page 4 in the PCN under "Service" says that we have to prove that it didn't come before a certain date. That's impossible if you've been away and have no idea of delivery date rather just a history of very delayed mail receipt.

I am not trying to appeal the PCN as there is no appeal: I simply didn't pay the congestion charge and forgot to.

I was more asking about the 14 day window for reduced payment and when it kicks in.

If date was 7 jan but not received until 12 or 13th Jan then the 14 day window expires today. I was away when the letter was delivered so can't be sure but as I said we only get 2 deliveries a week. We arrived back from holiday on 24th and I'm going through mail for the first time today, when I posted on here straight away. Oxford COunty COuncil allows 2 days for delivery ... we frequently get government and official letters up to a week (sometimes more) past the posting date.

The payment website won't let me pay £35 reduced amount as they consider that it's outside 14 days.

What can I do? I don't want to pay full amount

Hi

I have received a PCN for non-payment of Oxford congestion charge dated 7th January. We were away on holiday from 10-24th January and I'm going through a pile of mail and have just found it. It must have arrived the day that we left or shortly thereafter, maybe 12/13th January or later as our post often only comes a couple of times a week so I have no clue when it will have arrived.

Don't know what to do. Can I pay the reduced 14day amount?

I've filled it in for my Mum ... double checked I ticked keeper not driver and did not disclose driver. Signed in her name. If there's a mistake, it's my fault!

Thanks so much for clarifying. You guys are the best - at helping but also explaining so that we understand.

I shall pass this on to my dad and he shall appeal on my mum's behalf.

As above... you can do all the work but it MUST be in the Keepers name.

Easy one to defeat... as long as the unknown drivers identity is not revealed. There is no legal obligation on the known keeper (the recipient of the Notice to Keeper (NtK)) to reveal the identity of the unknown driver and no inference or assumptions can be made.

The NtK is not compliant with all the requirements of PoFA which means that if the unknown driver is not identified, they cannot transfer liability for the charge from the unknown driver to the known keeper.

If you use the suggested appeal above by @DWMB2, NCP will cancel the PCN.

Thanks for this. I've forwarded your replies to my parents, but I'm just a little concerned that the PCN actually doesn't fall under PoFA as there is no mention of PoFA on the PCN and I thought (probably mistakenly!) that the PCN had to state that it was being issued under PoFA otherwise it isn't and then the 14 day period doesn't apply .. it jumps to 7 months? Or is it PoFA beacuse they've gone to DVLA to get keepers name and are chasing the keeper not the driver so it therefore slips into PoFA.

Dad looked on Citizens Advice website and they said that it wasn't PoFA if no mention and so he doesn't want to appeal unless he's sure!

First we need to see the PPN with personal details redacted but leave times and dates.

There have been a number of these PPN`s over too long to take to pay and usually they are using the 5 minutes.

A couple of these PPN`s have hit the media and one they took to court in Sheffield was dismissed by the judge.

Also, the BPA and IPA are looking at possible altering this.  We`ll wait and see on this.

I saw the Sheffield case.. she had loads for the same reason I believe!

I know about the 5 minute "rule" but my concern here is that the whole process took way longer than this, even though they were trying to pay the whole time. Without meaning to sound terrible, they don't move so quickly these days and it can take a while for them to use their phone/ download apps etc so I just think it's grossly unfair but don't know how best to appeal.

Look forward to getting some advice/ feedback.

Private parking tickets / PCN received despite not staying in car park

Hi

My mum and dad went into an NCP car park on 16 December '24

They went to ticket machine and waited in line for someone to unsuccessfully pay for a ticket.

When it was their turn, they realised the ticket was not accepting cash or card payment, so Dad then tried to download the app to pay but failed as no reception. He then returned to the car to try with my Mum's phone but had the same issue. They couldn't figure out how else to pay so got in the car and went and parked somewhere else. This whole process took 17 minutes.. they are quite elderly and don't move/ do things quickly which has slowed the process down.

They have now received a PCN from NCP.

Please can you advise if they have grounds for appeal and, if so, what wording they should use?
They are quite elderly so not moving so quickly to and from things

Hi Folks

The driver of my car accidentally took the left hand lane at the top of T5 parking ramp, realised error and drove straight through the drop off zone with out stopping, circled round and entered the car park for advance booked valet parking.

Having researched, they assumed that there would be no PCN issued as they did not stop and the system would recognize this.

PCN has arrived to me as keeper of the car!

I know that I can appeal a Heathrow PCN and have successfully done as keeper of vehicle etc but before I do , I am interested as to what my legal position is, given the car did not stop and literally went straight round. On googlesearch there seem to be varying stories as to automatic cancellation through to needing to appeal showing payment of the parking on the same day/time.

It's not a biggy but just annoying for me as keeper to deal with.
