I visited Wembley yesterday to go to a recording studio, there were no available parking spaces so I parked my vehicle in front of what would appear to be a loading bay for what seems to be a disused premises. Upon returning to my vehicle I discovered I was issued a Penalty Charge Notice for parking with one or more wheels on a footpath or any part of a road that is not a carriageway.

My initial belief is that I am not parked on what would be considered a footpath, as the PCN describes; however, I am uncertain as my vehicle obstructs what would be the natural route for a pedestrian to take. It also is not part of the carriage

I am purely after advice on whether it is worth appealing or accepting that I am in the wrong and paying the discounted rate.
