PLEASE NOTE: I didn't save the reply I sent the council and I can't access that now. It's possible I didn't mention the things about pedestrians as the response above was mostly copy and pasted from another response.


Council have now come back to me and I'm attaching the pics. Should I still take this further? Do I have grounds?

Hi all. I got a pcn for entering a road that had restrictions for entry between 8 and 9am.

The restricted road is call Charter Avenue. The main road before that is called Benton road. Now benton road has signage to say no entry between this time. However I came out of a side road called Mundon Gardens. And between mundon Gardens and charter avenue there are no signs except at the beginning of the road which I obviously missed.

So I appealed to the council with the following:


Dear London Borough of Redbridge,

I challenge liability because the alleged contravention did not occur. The regulatory signage at the entrance to Charter avenue contains several lines of text detailing dates, times and two different exemptions. There are no advance warning signs, meaning that a motorist who planned to turn left onto Charter Avenue from Mundon Gardens would only first be on notice as to the restriction while engaged in the manoeuvre of turning left, while also paying attention to pedestrians and other roads users.

Even if a motorist were to see the signs, it is wholly unrealistic to suggest that there is any real opportunity to read the signs, assimilate the information given, and react to that information.

In such circumstances there is no contravention.

Further to the above, The Traffic Signs Regulations 2016 define a pedestrian zone at Schedule 1 in the following terms:
an area—
(a) which has been laid out to improve amenity for pedestrians; and
(b) to which the entry of vehicles is prohibited or restricted
There is no evidence that this area has been laid out to improve amenity for pedestrian and furthermore, not all vehicles are prohibited from entering the zone. The video shows an ordinary road with a carriageway and vehicle parking bays on both sides of the road, and comparing the video to historical views on google streetview, it is apparent that the highway authority has not done anything to alter the layout.

In order to create a pedestrian zone, the highway authority must do two things: lay out the area to improve amenity for pedestrians, and restrict or prohibit the entry to motor vehicles. Of course how and to what extent the layout should be amended to increase amenity for pedestrians is a matter for the authority, but if the authority does absolutely nothing at all in this regard it will not have created a pedestrian zone.

As some vehicles are allowed to enter the zone at all times, the second criterion is not met either.

As there is no pedestrian zone on Charter Avenue the alleged contravention did not occur and the PCN must be cancelled.

I was on holiday and they had written to me the day I left. I belive today is my discounted period end date.

Hi all.

So I parked as per the pictures and received a ticket for parking on the kerb.

I genuinely feel this is really harsh.

My last day to appeal this on a discounted rate is tomorrow.

I'm planning of sending this to the council. Does anyone have any further advise before I send this?


To the Walthamsl forest Council,

I hope this message finds you well. I am writing to formally appeal the parking ticket I received for parking on the kerb. I believe that the ticket is unjustified, and I would like to present the following points to support my appeal:

1. Similar Parking by Other Vehicles: When I arrived at the location, I noticed that the two vehicles in front of me were also parked on the kerb. This indicated to me that it was an acceptable parking practice in that area.

2. Hazardous Conditions: As can be seen in the picture I took, there was a tight gap for traffic to pass through due to the vehicles parked along the sides of the road. This situation posed a potential hazard and led me to believe that it was safer to park on the kerb to avoid obstructing the traffic flow.

3. Absence of Box Markings: On the opposite side of the road, there were box markings to guide proper parking. However, there were no such markings on the side where I parked, leading to confusion about the appropriate parking area.

4. Lack of Visible Signs: There were no visible signs indicating that parking on the kerb was prohibited. If the council does not allow parking on the kerb, clear signage should be in place to inform drivers of this restriction.

I request a thorough review of my appeal and kindly ask for the cancellation of the parking ticket. I believe that I had reasonable grounds to believe that parking on the kerb was allowed under the given circumstances.

Please find attached the picture I took as evidence supporting my case. I trust that you will carefully consider my appeal and make a fair judgment based on the provided information.

Hi. Just to hold the discounted rate I emailed redbridge directly saying:

I have tried multiple times to access the page to appeal this ticket but as you can see your website is not allowing me to get passed the "review page"

I have tried this on my safari browser and also Google chrome, but to no avail.

I have tried to do this multiple times in the past few days. I have shared a video to show you how I can get pass other pages but it does not allow me to get to the contest page.

Kindly advise further.

My wife got this ticket and it was really unfortunate as it was easily avoidable.

She went to the post office for literally 3 mins (the time leaving and returning to the car). She could've easily put a pay and display ticket but she thought she'd be right back.

Do you think anything could be done here to get out of it?

Is there anything like they have to wait 5 minutes before issuing a ticket?
