Free Traffic Legal Advice

The driver was feeling unwell so decided it was best to pull off the main carriageway at the next turning, not realising that this was apparently a car park (the area is continuous with the surrounding streets without hugely clear separation). The driver found a space to pull over, did so, sat in the car and got water for 20 minutes before pulling away to continue the journey without leaving the vehicle. On Nov 8th, I received this penalty as the registered keeper through the post.
