Civil penalty charge notices (Councils, TFL and so on) / Quick LTN question

Hi there,
Recently got caught in a LTN. I was fully aware of rules but thought a right turn was permissible due to roadworks. I've been out of the country for six weeks during which the originally PCN came. I obviously could not pay or respond. Now I have a charge certificate for £195. I have two quick questions:
1. Can I still take this to an independent adjudicator? I expect I'll fail but I'd like the opportunity of the discount and I really enjoy the process; I've had some fun times with Southwark council who always send the same two weary old guys along. Do I still wait for the NTO per a regular parking ticket? I'm slightly confused as the charge certificate makes no mention of adjudication or further appeals.
2. What are the times by which the council MUST issue various notices beofre they're out of process?
