Civil penalty charge notices (Councils, TFL and so on) / PCN not on windscreen

Hi. I had stopped to talk to an old friend. Whilst I was doing so n officer was giving a PCN. As soon as I saw I drove off. The PCN was not attached to the windscreen.
The evidence only shows the car stopped.
Is there any help.
