I don't know what you mean by 'presumably'.

It's a cab hire firm with hundreds of cabs.  The hire agreement is clear he's responsible for PCNs, but with so many cabs they just whatsapp a photo of the first page of the PCN to the driver and tell them to pay it, which they usually do - it's an occupational hazard in London.

It's vanishingly unlikely they will inform the council they aren't responsible and give the driver's details unless the driver asks them to, and even then it's not certain they will.

Just wondering what to do - it's seems massively unfair to have to pay £65 for entering a P&C zone 16 seconds early, but on the other hand it might not be worth the aggro.

I don't have full details yet but wanted to check something re hire vehicle rules:

Husband is a licensed London taxi driver (black cab), but hires his cab from a company.  The hire company have informed him that they have received a PCN for contravention of 53c.

Not disputing it happened, but the restrictions end at 16:00 and the contravention occurred at 15:59:44 so he wants to appeal as his dash clock said 16:00 when he turned into the road.

My initial question is: what do the hire company need to do?  Presumably they are going to provide his name and address as the hirer driving at the time and he will receive PCN to his home address.  Are the original timescales given on the PCN then 'restarted'?

I only have the initial photo of the first page of the PCN that was sent to husband by the hire company - can upload if that helps.
