Anyone have any thoughts at all?

If the driver makes a representation after 14days and they reject it. Do they still get to pay the reduced amount or do would they have to pay 130£ because representation was made after the 14 days

Hello - hoping someone can best advise how to tackle this PCN received from Newham council.

Driver entered a pedestrian zone at 8:56 according to cctv footage, this would’ve been 4 minutes until restrictions on this road ends.

Is there any way to argue this or grovel?

Unfortunately the time on the car was 5 mins over and the driver thought it was ok to pass.

Any advice would be much appreciated!
