Speeding and other criminal offences / NIP 2 Months Later

Hi all. New here, hope someone can shed some light…
Today (letter dated yesterday), the registered keeper (RK) received a NOIP for a speeding incident 2 months ago.
There are no blockers (not company vehicle etc). It came directly to the RK. It was 35 in a 30 zone. The RK is not disputing the offence occurred in the first place, but is this enforceable 2 months later?
