#3 Parked in cash only car park for 6 minutes, no signage to indicate its cash only until in car park. received PCN

Need some advise with this before registering an appeal.Driver entered a car park at 15:36 with a child also in the car, they parked the car, the driver and child left the car and went to pay at the machine in the car park with their debit/credit card (they did not have any cash on them). After entering the car details at the machine, no option to pay by card was displayed. The driver then tried again, with the same result. On checking the machine it then became clear that the machine only excepted "Cash/coins". The driver then checked the signage in the car park to see if there was a way to pay via an app. by card. There was nothing on the signage to indicate this was possible. The driver returned to their car and exited the car park at 15:43 and parked outside the car park on the road and purchased a valid ticket by debit card at a council machine 17:45. Registered keeper, (not the driver) received a PCN from Parkingeye for being in the car park for 6 minutes.The signage at the entrance to the car park does not indicate that this is a "cash only car park". No signage in the carpark to indicate charges could be payed online. If said signage had indicated the charges were cash only at that car park the driver would not have entered the car park. The signage is clearly wrong and should have stated that cash could only be used at that car park machine. The cash machine is not visible from the street.
