Update - Late appeal has been accepted by the adjudicator. Hearing 29th July

So predictably my representations have been rejected

I am of the mind that this is probably unlikely to be worth appealing and am therefore inclined to take the discount at this stage, unless any clever person has other ideas?

Ok. In the absence of further guidance I will try to file a late appeal on the basis that they didn't provide a refusal code until now.

We haven't looked at the contravention - what's the story?


Pretty much bang to rights.  I own a house in the street (don't live there). Went to meet tradesmen, was chatting to them about some work and the bugger sneaked up while I was distracted. Had probably been there 15 mins or so. Checked the signage. Seems ok.

Worth a shot yes - they should stand by what they say on a PCN.

Thanks. I'll make representations on that basis.  Obviously they will reject and I'll decide what to do from there.

What is the status of the PCN on their website. The next step is a charge certificate for not paying.

Good point. Just checked and it's showing as still outstanding.

So wait for the charge certificate or apply for a late appeal now using the code they have finally provided?

Hi.  I was going to pay this one but noticed something when starting to make payment so thought it might be worth asking


The reverse of the PCN states that payment can be made at a post office or paypoint outlet by producing the barcode printed on the front of the PCN, but the PCN has no barcode.

Worth a shot for procedural impropriety?

So... after many months and requests Havering have finally provided me with a copy of their rejection letter.


They did in an email on 12th January (I was away and have only just seen it)

They appear to have ignored my representations entirely (which were that the PCN was served out of time)

So I'll be wanting to file a late appeal.

Any tips as to how to get that accepted?

Yet again, we see the restriction signs at an absurd height, totally out of the motorists line of sight if safe driving is to be achieved.  Video shows what looks like a right turn into the restriction, is this correct ?If so, there should be an advance warning on that street.

GSV is too out-of-date to show the signs, so if you can, go back with a camera, (phone camera OK), and see if there is an advance warning sign. The other aspect is the absurd height of these signs, so we could do with a measure of the height of the sign. There seems to be some sort of collective madness in London councils with these signs at the moment;  either this, or its  devious way of making sure the signs are continually passed so the council get loads of money from PCN penalty charges.

My son has, once again, fallen foul of one of these and would very much appreciate it if some wise and kind soul could give the PCN the once over to see if there is any viable grounds for appeal. Many thanks in advance

Not sure the location on the PCN is correct (although not sure if it's wrong enough to invalidate it either).

The box junction concerned is at the junction of Lea Bridge Road and Church Road.

I can't find any road called Markhouse Corner - there is a box junction at the junction of Lea Bridge Road and Markhouse Road but it's not the one your vehicle stopped in (that's the other one visible in the footage a few metres further ahead).

Markhouse Corner is named after a historic building that used to be there.

There is no right turn except for buses and the right turn exemption wouldn't apply in that layout anyway.


That's interesting. I wonder if it'd be worth a cheeky appeal for incorrect location?  Do WF offer the 50% after appeal?

Hi @Hippocrates, I have just received the attached CHARGE CERTIFICATE from Havering.
Since I made my representations on the 25/07/2025 I have NOT had any communication
what so ever from them.

This seems to be a thing with Havering.

See my case here. I have still not had a response to my representations despite three requests.
