Surely this is quite simple.
If a paid for ticket runs until 08:30.  This means it is valid until 08:30:59.  As this is still 08:30.  Therefore the 10 minutes can only start at 08:31:00.  Which in turn means it will run until 08:40:59 and the 10 minutes will be up at 08:41:00.  Therefore this is the earliest a ticket can be given.

Okay so correct me if I am misunderstanding but this is the predicament.

The police have 6 months from the date of the offence to start proceedings, otherwise it will time out.  However, to combat that, most police forces will start from 4 months and if the ducks aren't in line, just go straight to SJP in the interest of not letting it time out.

So we can either respond the S172 asap to try and ensure we get in there before the police go straight to SJP.  Or we can slowball it, complete it on day 28 from the NIP we have received and hope they aren't on top of everything and ultimately it times out.

I guess it would come down to whether or not you feel lucky...  Well do you punk?

With an offence date of 26th June, she may now be too late to be offered either a course or a fixed penalty. Most police forces have a cut off of four months as they must begin any prosecution within six months. Responses after that cut off will see them begin a prosecution.
If this happens, i.e. the next thing you get is a SJP, then it is worth asking that she is sentenced at the Fixed Penalty rate (rather than the usual multiple of earnings plus all the extras). The magistrates' guidelines say this should be case when the delay is purely administrative and out of the control of the Defendant.

Thanks very much HCA.  You are right in pretty much everything there. 

Ultimately it will just end up getting messy and will probably be harder to unravel than it is worth for the sake of £80.

The contravention looks bang to rights - was right by the timeplate.

An NTO will be send to the lease company, which is two steps removed from you it seems according to the scheme operator.



thanks Stamfordman.  That looks to tally with paragraph 11 in the lease agreement.  Do we think there is much of an opportunity that they will not follow due procedure?  And if so, does that actually carry much chance at tribunal?

Depending on the meaning of "xx" she may have qualified for another course, but the delay in receiving the notification probably rules that out.


Ah sorry, I had written it and was waiting for her to come back to me on when she did her course.  It was October 2023 so I guess that means she won't be offered a case this time round?

We'll get the S172 completed and she can take her medicine!

Posting on behalf of my girlfriend...

She has received a NIP for doing 62 in a 50.  She has previously done a speed awareness course approximately xx years ago.

The car is leased so obviously it went to the lease company first and has therefore taken longer than 14 days to get issued to her.  However, date of the offence is 26/06/2025 and the dare of the NIP is 16/10/2025.  4 months seems very long for that process to happen, is this normal / acceptable?

I guess the answer is to just complete the S172 and take the medicine of 3 points and a fine.  But wanted to check in with you guys first.

I'm posting this on behalf of my girlfriend.  The contravention itself appears to be made out, she mistakenly parked on a single yellow on a Friday morning whilst it was restricted.  She works at a local SEN school so could cobble something together but that would be based upon mitigation only.  The car is leased so my thoughts are the best opportunity may come procedurely in transferring liability.  I include a copy of her lease agreement below that mentions parking fines in paragraph 11. 

I'd appreciate all views and how best to handle to liability transfer point to maximise the opportunity here.  We are yet to submit informal reps.  If she is banged to rights, that is fine.  It is just she knows I spend a lot of time reading this website so would like to see if that can help her at all  ;D

As can be clearly seen from your photographic evidence, the vehicle shown in the images is registered as F64 WPV a silver Vauxhall van. My vehicle, however, is registered as F64 MPV which is red vw golf

The vehicle in question is not mine, and the Penalty Charge Notice has been issued in error. I respectfully request that you cancel this PCN at the earliest opportunity.

I look forward to your confirmation.

You have missed out the J on the VRM.  FJ64 WPV and FJ64 MPV.  Probably best to not deal with a keying mistake by including another keying mistake in the reply!

@Hippocrates, I am sorry but I did not get you there. 2nd page of?

He would like to see the second page of PCN, you have only posted the first page.  More often than not, the experts on this site, such as Hippocrates, can help by using technical dificiencies in the process to help succedssfully overturn a PCN.  What may appear to be a standard load of garbage text to you, often contains fatal errors giving you a lifeline to avoid paying the PCN.

I still don't seem to be able to login using the PCN AF20158451 and vehicle registration number LR13ASV. May this be a PCN registration issue or me being a numpty?

Are you trying the first of the two options from this page?

Not the one that says "PCN starts with any other number not listed above, challenge the PCN here"

I've looked at this location before regarding the congestion charge - it's just weird that you can't turn left to escape the zone there having turned off Gloucester Place. Instead you have to turn right, right, right, and go back up Gloucester Place and it's not signed as such.

You have a rock solid case in my view. They will cancel this and on the slim chance they don't an adjudicator will allow an appeal. 

I would keep it short and not speculate about other signs - I'm pretty sure there aren't any anyway.

I am writing to make representations against the PCN for the left turn at Bickenhall Street, Westminster.

At the time of the alleged contravention, the scaffolding in place at the end of the junction obscured the restriction sign. Please check your pictures and video - I simply could not see the no left turn sign as I'm sure you will agree and only found out about the sign from your website. Even with your camera angle the sign is obscured and it certainly was in my driving position.

As such the contravention did not occur and I look forward to your early confirmation of cancellation of this PCN.

Just a quick question, what reason (of the representation) should I click on, on the website. Options are: "The contravention did not occur" or "I wish to make representations about this PCN for other reasons" then "I wish to challenge my PCN for another reason"?

We really need to see the video to see what distance you were in the buslane. I had a quick look on their website and couldn't find any link to it. You might phone and ask them, as that is their sole evidence.

As it stands, it's your neighbours and your car which are in jeopardy. They cannot seize goods in your residence until they've served the mandatory notice.

Nothing is in jeopardy, OP has paid the fine and is now looking to make his SD.

But of course, you are putting in the wrong VRM. 

You have put DM03F00 instead of DM03FOO.

And I think you would have known this as your screen shots omit the part where it says it cannot find that registration in the database and asks if you really want to proceed.
