The hand held computer is like a mobile smartphone where the time is live and correct all the time just like your phone.
So when the CEO enters your car reg (VRM) at start of observation he doesn’t enter the time it is automatically there on the HHC , so no chance of error on touching screen regarding start of observation.
By the way I am a retired CEO but now will use my experience to explain and help forum users on here if I can.

The CEO can’t invent a start time for observations .
Once he inputs your VRM and valve positions into his or her hand held computer it registers time so it can’t be changed to suit him at a later time .
So the CEO cannot lie about start of observation

Photos are never taken at first observation only valve positions recorded.
The reason for this is the CEO might be logging in lots of vehicles and taking photos of all would use too much disc space on his hand held computer.
But at the original start of observation your VRM and valve positions would be inputted in to HHC and the time of this input CANNOT be changed .
photos are then taken at time of issue of PCN to prove that valve positions are the same as initially inputted into HHC also photos of car vrm , signs and lines

Thank you.  I am still a bit confused as to why my car was the only one with a ticket.

Is this worth contesting?
It could be that the other vehicles parked up after yours was ticketed.

Where was the bike that was ticketed parked, if it was where the one with the blue box on the back I would agree with you that the public would have no need to access that point. But where the red bike in the last photo is less certain that public don’t have access as it is alongside the footpath in your diagram.
Who maintains that bit of land your bike is parked , if council it is their land and they won’t give way easily.

The old argument about if it public or private.
If members of the public have access to walk across the land where your bike is parked the council can give you a pcn, but if it was fenced or posts with a chain it is classed as private land .
A case in my local area which went to the traffic penalty tribunal was decided in favour of the council.
The appelent used to park his bike on the pavement outside his house and he produced land registry documents to show his cellar went under the pavement so he was actually parked on top of his cellar (his land ) but the adjudicator came to the judgement that even though he owned the cellar under the pavement, the council maintained and the public had access to walk across the land .

If it is only a courtesy bay and it looks like it , anybody can park there even if they don’t have a blue badge , as the markings and your own sign have no legal standing.
So even if your pcn gets cancelled you might be back to where you were 10 years ago when your neighbours were parking there and legally not be able to do anything about it .

It’s not your disabled bay , it was put there for your use but any blue badge holder can use the bay not only you .
Outside homes there can be two different types of disabled bay, one that doesn’t have a TMO or an upright sign this is classed as a courtesy bay and can not be enforced.
And the second type has a TMO and sign this can be enforced by a ceo.
If first type the pcn is not enforceable, the second type with a sign a pcn can be issued if a blue badge is not displayed.
Just having a blue badge is not enough , the contravention is for not displaying a valid badge

In some car parks parking and charging are classed as two separate things.
So you pay for use of the parking bay and then secondly pay for electric to charge your car . This doesn’t happen in a lot of car parks as most especially councils class charging as payment for parking as well.
As others have said you will have to check the terms and conditions board in car park to see if charging entitles parking for free or you have to also pay for parking as well as charging.

Just a thought.
Prevented from serving a Pcn can come in different forms , either driving away before Pcn was fully prepared,  or the driver or passenger was threatening the CEO so he felt unsafe to carry on issuing the Pcn at that time.
The only way to clarify the circumstances is to see the CEOs notes to explain why a Pcn was not issued at the time.

As far as earliest photo been taken at 17.17 this normal practice.
As soon as the CEO inputs the vehicle VRM into their HHC the observation starts and then only when the PCN issued does the ceo takes photos, if the ceo took photos of every vehicle that may be in contravention the memory of his HHC would soon fill up, so photos are only taken after a contravention.

Surely that signage doesn’t state it’s a taxi rank but a no waiting restriction after 6pm to 8am so an 01 not a 45 contravention would be appropriate and only with an accompanying yellow line.
If the main taxi rank is close by this space could be used as a feeder to main rank but once again not marked correctly as a taxi rank or even without yellow line an 01 contravention could not be enforced unless a restricted parking zone.
