How does the following sound as a letter of appeal?

Location: Ruislip Road East (GRE) op Leyland
Contravention: 25 – Parked in a loading place or bay during restricted hours without loading

Thank you for your correspondence about the above PCN.

I was collecting my mother from her friend’s apartment, located in x. She has severe arthritis and finds it difficult to walk short distances and needs assistance when walking down steps.

This fits in with the assisted boarding exemption to stop in restricted areas.

Please find attached a copy of her blue badge for your perusal.

About 10 minutes, as she walks slower than your average person. The CEO only observed the car for 3 mins

Sorry, thanks for clarifying. That is correct. Apart from perhaps providing a copy of my mother's blue badge and explaining the situation, is there anything else that may help my case?

Hey @Incandescent,

I did check for street parking, but there were no bays available. The only other place I could have parked in was at a supermarket, but 1) it's further away and 2) I wouldn't be a customer. I hope I understood your question right

Hello there,

I received a PCN for parking in a loading bay in the evening. I was picking up my mother as she was visiting her friend in a nearby apartment (area is notorious for limited parking). She has arthritis and finds it difficult walking short distances. She does possess a blue badge, but I did not have it on me at the time.

Is there a case for appeal? Would appreciate any sort of advice on this matter.

Indeed I have. MFG is the parent company and unfortunately have outsourced their customer service team to India. Let's just say the level of service is below par and they kept deferring me to Euro Car Parks, as they are unable to assist with the matter.

There is no sign on the jet wash to indicate that time can be extended by giving your registration in-store. There may be signs elsewhere, but I would argue they can easily be overlooked, as they are not in the most obvious of places.

I appealed twice; once without any transactions or letters (done in haste due to emotions) and again with a letter and proof of use of the jet wash.

When you say full story, I'm not sure what you mean. Please let me know if there's anything else, you'd like to know.

As to why they reduced the amount to £20, your guess is as good as mine.

Hello folks,

Received a PCN from Euro Car Parks for the reason of overstaying at an Esso Petrol Station. It has been recently redeveloped, with a new rule on the time allowed spent on site, which was unbeknownst to the driver.

The driver was waiting in a queue to use the jet wash. As it was quite a busy afternoon, the time exceeded the permitted 30 mins on site. The transactions were provided as evidence.

I have appealed the PCN and received a couple of rejection letters; one which included paying an administration fee.

Please find all correspondence attached.

Would appreciate any advice on this matter.

Does anyone have any suggestions as to what I should do? The discounted rate for the PCN is due to expire in 4 days.

@John U.K. - I have previously in the past and I see other cars on there occasionally as well.

Do you think that I should take it to the adjudicators?

Hi fellow motorists,

I have received a reply from the council and it is a notice of rejection.

They have granted a discounted rate up to 14 days from the issue of the letter or to appeal to an adjudicator.

Any advice will be much appreciated.

Is email given as a method to make reps on the notice to owner?

Good question. I remember attempting to use the online representation system, but on this occasion was unable to do so. My previous representations were done on the system. Email was the only method given in the letter

I deny liability for payment of the above PCN on the basis that the raised section of carriageway has been installed solely as a traffic calming measure, and not for any of the statutory reasons that would support council enforcement under the Traffic Management Act 2004.
