On the possibly misguided assumption that the apparent offer has been made in good faith it can be sensible to go through the motions of payment. Some say not found, some zero due. Some unchanged.

At least that enables verification of whether it has been cancelled sooner.

i logged onto the met payment system today to appeal,  and it shows the parking notice number not found,  i tried the pay for parking and again,  said not found,  i have screenshot and then videoed me trying both options and then the response.    Could it be that quickly with mc donalds.

thanks all for replying,  i did call mc donalds today, initially the manager was saying just appeal, and i said under what grounds,  we are not denying my daughter spent nearly 2hours with her friends at the restaurant but we weren't aware there was any time limit on eating at the restaurant,  she said let me talk to someone,   she came back on i gave her the reference and she said we will sort it out our end and get it overturned.   I dont have anything in writing,  should i message MET and advise them this.

evening all,  i was recommended to post on here for some advice.  My 20yr old daughter has had a notice come through the post advising her to pay £100 for overstaying the parking at a local mc donalds car park.  her and her friend,  got some food and sat chatting in mc donalds from 20.52hrs and departed at 23.01hrs.  quote how someone can spend this long in mc donalds is beyond me,  shes a student so funds are tight with her part time job.  hardest part is the notice came through when we were on holiday and have just got back last night so we have missed the window for reduce payment. 

is it worth talking to mc donalds,  google says mc donalds employ private companies to put ubers and people off using the car park for shopping,  there is nothing near by to this mc donalds and especially at that time of night. 


i've attached the notice. 

thanks,  even if its a case of lesson learn't for my daughter,  mc donalds have parking charges after a certain time.

We seem to have screenshots of the pages rather than just the images themselves, makes them smaller than would be ideal.

However, the front page is perfectly clear and it contains a fatal error.

It says that payment must be made 'not later that the last day of the period fo 28 days beginning with the date of this Enforcement Notice'.

The law, the London Local Authorities Act 1996 sets the time limit as being 28 days from service of the Enforcement Notice (in para 1(2)(c) of Schedule 1).

Quick question, what stops them re issuing the enforcement notice correctly or is that not allowed by law?

i received the enforcement notice today,  £130.00 to pay now.

the council never replied to my email on why missing second page.   i have confirmation that i mailed them with a reference.

OK thankyou,   i need to google, is there a time period that happens,  and i guess once that is issued by the parking/council then the full amount is payable?

hi yes there is nothing on the back of the letter which rejects my appeal to the pcn.

ive found this document on the havering website which is the  'Discretion Policy for the Enforcement and Cancellation of Penalty Charge''  I've attached the document.

on page 89 it does state the following

''MC46 - Where the motorist claims they were forced into the bus lane.

MAY ACCEPT REPRESENTATIONS
Where the CCTV footage shows an emergency vehicle approaching.
Where the CCTV footage evidences oncoming traffic forcing the driver into the bus
lane.
Where an obstruction in the road can be seen in the footage.

MAY REJECT REPRESENTATIONS
 On all other occasions

ive had a google and manage to submit a query online and have asked if they can email or at least call me due to the time constraints whether there was a second page.

hi ive tried again this morning, but whatever option i choose i cannot actually speak to anybody.  I will see if i can find a email address, otherwise i will have to send a postal letter to them

morning,  apologies for the hash of this,  ive uploaded again the pcn and the back of it and a third sheet , plus the rejection letter. 
I have tried to speak to someone at havering and its a absolute nightmare to get hold of anyone on the phone, you have to push numbers and takes you through to automated services.

There is no second page of the rejection letter,  im not sure if there should be but i would think they would sign off the letter wouldn't they.
