Guys, I never saw the replies to my last message.
I thought I would update the outcome.
I appealed to the adjudicator saying exactly what I said in my first post.
I got ChatGPT to reword for me - but everything was as stated. I think it added 'I'm fully aware of the legal rules' or something.
2 days before the adjudicator appointment Redbridge Council decided NOT to challenge.
I wish there was an extra rule where the stakes were raised: if an appeal is withdrawn, then the council has to pay £xx to the defending party for waste of time.
I think this would equal the balance given that your fine can't be reduced to 50% had you paid early.
