Hi all,

I’m looking for advice on whether to take this further or pay the reduced rate.

I received a PCN (QM01495633) issued by Manchester City Council on 12/07/2025 at 23:09 for allegedly parking in contravention of code 01 – Parked in a restricted street during prescribed hours.

Key Details:
Location: St John Street, Manchester
Time of PCN: 23:09 (11:09 PM)
Vehicle Reg: D24MAR
Contravention Code: 01
Reduced Charge Offer: £35 if paid within 14 days from service of rejection letter
My Argument:
Initially, I believed I was in a pay-and-display bay and didn’t need to pay at that time (outside 8am–8pm). I provided a photo of the machine showing it and the sign stating charges apply 8am–8pm. However, the council rejected the appeal saying I was actually parked on a single yellow line, which is enforced 8pm to 8am, 7 days a week. They claim there are two time plates on the street confirming this.

I don’t recall seeing those time plates, and it was dark. I thought it was a standard pay-and-display bay, and signage was unclear.

Advice I’m Looking For:
Is this worth taking to adjudication?
Do I have a chance given the circumstances?
Should I wait for the NtO and submit formal reps?
Any help drafting reps if I go that route?

Hi everyone,

I’m seeking advice and support regarding a PCN I received from Manchester City Council (reference: MC78101589, VRN: D24MAR), which has now escalated to a Notice of Enforcement from Marston Recovery.

Summary of Events:

The original PCN was issued for allegedly not displaying a permit or voucher on 07/10/2024.

I submitted a formal representation on 10/01/2025 using the appropriate form, clearly explaining that the vehicle was parked prior to the enforcement period beginning. I included evidence and requested a fair review.

I received no acknowledgment or response to this representation, and instead, a charge certificate was issued.

I wrote a formal letter on 31/01/2025 contesting the charge certificate, with a printout of my original appeal.

Despite this, I’ve now received a Notice of Enforcement dated 12/06/2025 demanding £195 from Marston Recovery.

Key Issues:

My representation was submitted in time and with photographic evidence.
   
The appeal section was completed correctly and signed.


I’ve attached evidence including:

The original PCN and NTO
My written representation
Photos showing the vehicle parked prior to enforcement
A formal appeal letter to the council
The Notice of Enforcement

As all of our vehicles are leased, the initial PCN notice will be sent to the leasing company as they are the registered owner of the vehicle with the DVLA. Where possible, the leasing company will transfer the parking fine liability to ourselves and then we will transfer the liability to the lease car contract holder. When we issue a letter to transfer the liability to yourself, an email will also be sent to you containing details of the charge.

From past experience I just get an email to say I have fine and they will forward it on to me.

the leasing company are the legal owners and registered keepers of the vehicle. In my case VWFS.

Thank you for your advice. I will try and write an appeal with a view I will most likely need to pay.

The vehicle is a leased from VWFS, then to my employer, then to me as a salary sacrifice.

Is there any ground to say the difference in the time is due to the CEO speaking to me about his neck pain.

Hi,

I was hoping someone could assist me with a PCN I received in London.

I mistakenly misread the signage and stopped in a loading bay for less than two minutes. When I returned, I explained this to the issuing officer, but he informed me that he couldn’t retract the ticket as he had already pressed print.

I’ve attached the images and was wondering if I could appeal this on the grounds of procedural impropriety. The officer handed me the printed fine rather than attaching it to the vehicle. Additionally, he spoke to me for around 4 minutes about personal matters, and, as shown by the timestamp and the brake lights in the images, he took the last picture while I was driving away.

I would appreciate any advice or guidance on this matter.
