Civil penalty charge notices (Councils, TFL and so on) / PCN for parking on the footpath - Brent council

Former Pepipoo lifetime member here. Hello to some of the ex=pepipoo crowd that have moved over!
So: A driver received a PCN for parking over the footpath, on an industrial estate in north London, from Brent council. It was a Sunday, just after 1 pm, the driver had to park where they did to take some musical instruments up to an industrial unit further along, on return they found a PCN attached to the windscreen. Contravention code 62, parked with one or more wheels on or over a footpath or any part of the road other than a carriageway. Date & time of contravention is 30/06/2024, 13.12. The text says the CEO "observed the vehicle ID'd above from 13.12 to 13.12 on 30/06/2024 and believes a PCN is payable..."
Now - an informal appeal has been made against this on the Brent website asserting - there is no signage as per TSRGD 2016 restricting off-road parking. (the driver is from a county out of town). Brent have replied completely ignoring this point. A question I have is do London councils have an exception to TSRGD signage prohibiting verge / kerb / footpath Parking?
