On this street there is both loading bays and parking bays. I parked here at 16:45 and revived a ticket at 17:00. To me the signage is unclear with the parking part of the sign being separate from the loading part of the sign reads like parking restrictions are in place between 09:30-16:30 and you cant park in the loading bays between 07:00-9:30 and 4:30 - 6:30
I have drafted an appeal letter however I have zero experience in anything like this so unsure if I'm writing in the right way so would appreciate some advice on whether the wording sounds good in the appeal letter, or even if it is worth appealing.

"Dear Bristol City Council ,
I am writing to appeal the Penalty Charge Notice (PCN) mentioned above.
I disagree with the reason for the fine and want to explain why it should be cancelled.
I believe the incident mentioned in the notice is due to poor / unclear signage based on the road layout, especially for people who are not local to Bristol.
On Old Market Street, where I was given the notice, there are both, “On street parking bays” and “on street loading bays”. I have attached images of the signs and the loading bays, one the sign has 2 clear sections, one section advising no loading / no stopping, and a second section advising the times in which parking restrictions are in place.
To me, and to the person who i spoke to on the street who also received a parking ticket, and to the other vehicles that received parking tickets, one of which i have included a photo of, this signage is confusing and ambiguous the way that it is separated implies that the “No Stopping” applies to the loading bay, whilst the on-street parking bays are separate.
Perhaps the signage is the way it is intentionally to give people more tickets and increase revenue for Bristol city council, or maybe this is human error and the signage can be changed to make it clearer.
Either way, I disagree with the fine. I kindly ask your team to consider the proof/s and cancel the fine within immediate effect and forward me a confirmation of cancellation.
