Hello all,
I was parked in the red route for few minutes with a blue badge and I got a ticket in the post.
I have attached the ticket, is there I can do to challenge this because I thought blue badge would cover parking like double yellow line.

Any suggestions please

Dear Sir/Madam,

I am making formal representations against Penalty Charge Notice PN25588589, issued on 17 April 2026 for my vehicle MW10 BTU on Tyrone Road.
On that date, my family and I visited the home of relatives whose loved one was at end‑of‑life in hospital. Due to his critical condition, he could not be visited in hospital, so we attended the family home to check on them and receive updates. This was an urgent and distressing situation.
I parked outside briefly while arranging a visitor permit. I knew a permit was required, so immediately upon arrival I went straight to the premises to request one. The delay occurred only because the resident responsible for purchasing the permit was temporarily unavailable, but a full‑day visitor permit was obtained after a short and unavoidable wait.
Time is always allowed for a motorist to obtain a parking ticket or voucher, and the same principle applies to obtaining a visitor permit. The time taken must be reasonable, but what is “reasonable” depends entirely on the circumstances. It is not always possible to have a permit instantly displayed on a vehicle, and the law does not define any fixed time limit for obtaining one.
Given the compassionate and urgent nature of my visit, and the fact that the permit was purchased promptly once the resident was able to access the system, I submit that the short delay falls well within what is considered reasonable. The permit was activated at 08:45, only minutes after the CEO’s observation period ended.
I therefore request that the Council cancel the PCN on the basis that the contravention did not occur, or alternatively exercise discretion in light of the exceptional circumstances.

We went to see his family to check on them and receive updates about his condition, as he could not be visited in hospital due to his condition and by immediate family only. Who has since passed away on 17/5/26.

I parked outside and went in to the house and asked for a permit, Unfortunately, the person with access to the online permit system was in the bathroom at that moment, and the permit was purchased a few minutes later. When we left there house and returned to my car, I found the PCN had already been issued.
This was an isolated and compassionate situation, not an attempt to avoid payment. The permit was purchased shortly after the PCN was issued, but I did not know that at the time and I have attached evidence confirming the timing and a letter from the family explaining the circumstances in my previous appeal,
I respectfully request that the Council exercise its discretionary powers under Section 87 of the Traffic Management Act 2004 to cancel the PCN on compassionate grounds. The delay was minimal and occurred during a period of emotional distress.

Yes,
 I went inside the home and asked for a permit and they said they would get it done online and the person who has the online access went to the bathroom and then purchased it. It was a emotional time and I was also busy trying console my relatives
