@stamfordman  - if I check https://myringgo.com/parkinglocator with the location code from the timeplate - rinngo tells me the bays are for “Vehicles permitted: Any”
As the OP used ringgo, could this be an appeal angle?

I've made the pictures of current state of signs which are uploaded here https://drive.google.com/drive/folders/1ycI5fCQJOmERKp0xB715p4yIVLiK2YNA?usp=sharing

It looks like these specific signs shown on the camera are closed now which is weird, but there are at least two signs on adjacent street which leads to this path.

It is also worth noting that if you see these signs and decide not to proceed, what do you do then? You can't turn around on the spot

The signs at the turn are closed/not displayed because this is a 'school street' restriction - a timed restrictions on motor vehicles passing by a school at pick up and drop off time. It is half term and the restrictions only apply during term time.

You've also captured the advance warning sign which give you a heads up that there is a restriction in advance of the left turn.

If the restriction applies to you, and you missed the advanced warning sign, you would treat it in a similar manner to a 'no entry' sign (i.e. stop, check mirrors, signal, and merge into the lane heading straight across the junction rather than left)

Sorry, couldn’t edit my previous message. Specifically, I’m asking if the restriction to zone JJ permit holders only applies 24/7. I’m confused as the zone controlled hours are not 24/7 but the bay sign doesn’t include days/times like the resident permit holder bays.

I’d like to know what restrictions apply to this type of bay.

Location: https://maps.app.goo.gl/wUwrjyUyr9ipU6ht8?g_st=com.google.maps.preview.copy

Bay is located in parking zone JJ.
Zone JJ controlled hours are Monday-Friday only.

The separately marked bay (not visible on street view) is signed “Electric Vehicle Recharging Point Permit holder JJ only”.

Does this restriction apply 24/7 despite zone JJ operational hours only being Monday-Friday during certain hours?

Thank you, that is very useful.

I have asked them to explain why they cannot enact their own vehicle removals policy- it clearly isn’t for a lack of legal power!

Bit of an odd situation that I’m hoping experienced members can comment on.

There is a single disabled parking bay at this location in Bishop’s Stortford: https://maps.app.goo.gl/wsyzXayxBDG45dUZ7?g_st=ic

A blue BMW has been parked in this bay continuously without displaying a badge for a few months now. The council issued one PCN and have since left it alone. There was a note saying the car was ‘broken down’ on the dash at some point. The car is taxed and MOT’ed.

Since then the council seem to think they have no power to remove the car as it isn’t abandoned and defer to the police. I called them and was flat out told it is a police matter. The police do not seem that bothered either and are deferring to the council.

East Herts council has an illustrated example of removing a car blocking a disabled badge as ‘medium’ priority as part of their tow policy: https://democracy.eastherts.gov.uk/documents/s16986/Vehicle%20Removals%20ERP%20B.pdf

Any ideas how someone can force the council to enforce their own parking rules?

Local paper have written about it but so far no sign of action: https://bishopsstortfordindependent.co.uk/news/abandoned-bmw-blocks-disabled-parking-space-for-two-months-9369989/
