The idea that you have to file an FOI for a TMO under which they are enforcing a contravention is ridiculous. They'd have to produce the TMO at the tribunal.

Yeah I thought so too, sounds unfair. I filled out FOI link asap, and they’ve said they will aim to respond by 6th February but it will be too late by then (the last day of the discount is 20th Jan).

You haven't provided your numberplate, a copy of exactly what you wrote or a copy of the informal rejection (with only the name and address covered up).

Thank you for responding. Based on advice from stamfordman, I mainly tried to argue based on the fact that the council should provide proof that the specific single yellow line has a valid TRO extending it past 6.30pm.

I wrote this in my informal challenge:

Dear Sir or Madam,

I am writing to challenge the above Penalty Charge Notice.

PCN number: PN24247946
Vehicle registration: T9JWC
Date and time of contravention: 20/12/2025 at 19:16
Location: Park Road, E6

The alleged contravention occurred within the Upton Park Controlled Parking Zone, which operates from 8:00am to 6:30pm, Monday to Saturday. When parking, I relied on the Controlled Parking Zone entry signage and the parking sign located opposite my vehicle, both of which indicated that parking restrictions ended at 6:30pm.

When I returned to my vehicle, I was surprised to see a Penalty Charge Notice. After reviewing the stated reason, I walked along the street and observed a single yellow line timeplate indicating that the restriction extends to 8:00pm. However, single yellow lines within a CPZ are ordinarily governed by the CPZ hours unless specifically exempted by a valid and current Traffic Management Order.

I therefore request that the council provide proof that this specific section of single yellow line is subject to a current Traffic Management Order which lawfully extends the restriction beyond the CPZ hours to 8:00pm.

In the absence of such an Order, the single yellow line should be governed by the CPZ operational hours, and the alleged contravention would not have occurred. On this basis, I respectfully request that the Penalty Charge Notice be cancelled.

Where single yellows are not controlled by the CPZ they must have a timeplate as here but it's possible this is a rogue plate left over when Newham put in the CPZ.

We don't have access to Newham's traffic order map but it's worth challenging to ask them to provide proof the line has a current order extending its time to 8pm.

There seems to be no reason for this as single yellows on the main road end at 6.30pm.

Hi just to provide an update on this. The council responded and rejected my appeal - they mentioned that the timeplate behind the vehicle showed 8am-8pm so the penalty stands. However, they did not provide proof for the TRO, and instead instructed me to file for a FOI.

I have done that, but at the end of the form it said it will take 20 working days to hear back. So, I will wait till the 12th day or so, if I hear back and there's proof that there is no valid TRO maybe we can do something? If not, I will just pay it and take it as a life lesson.

Thank you for responding! Yes same, I lived in Upton for 8 years and on all the streets the restrictions end at 6.30pm, that's why I just checked looked across the street and saw the normal parking sign which stated (8am-6.30pm Mon-Sat), and thought I was good.

But I didn't know that on a pole a bit behind me there would be another sign, specifically for the single yellow.

As for what you mentioned - what exactly would I say to the council? And also, can i just double check - if they reject my claim, will I still be able to pay at the discounted rate (£80)?

Today I've received a PCN today, at 19:16 on Park Road E6. I wanted to see if anything could be done about it? I parked on a single yellow - what happened was that where I parked legit across me was the parking sign which said Mon-Sat (8am-6.30pm), and because I parked after this time, I thought okay no problem. But on my pole behind me (at the time there were two vehicles parked behind me too) there was a small sign which mentioned specifically the restrictions for the yellow line.


Can anything be done? Would really appreciate help and advice, thank you very much!

I received an email from the council that the point (which you raised) was valid and they got rid of the penalty. But that response you received is absolutely absurd, I am so so happy that I decided to reach out and seek some help, otherwise my mum was going to pay because she had no idea.

You have a copy of their receipt from 3rd July?

Have you checked the status/timeline for the PCN on their website?

Councils can be tardy about replying, but IF you get a NtO, post it here at once.

Hi! I filled out the 'Informal Challenge Form' on the council page on the 3rd July but they still haven't said anything to me. And when submitting, it said they will write to me to let me know that I do not have to pay (if successful) or they would give me another 14 days to pay (if unsuccessful). But I haven't heard anything?

I have requested a copy of the Temporary Traffic Regulation Order and the other paperwork they need to support a restriction of this type.

In the meantime please email suspension.dispensation@newham.gov.uk and cc anthony.Polston@newham.gov.uk asking for a copy of the enforcement photos.

Your deadline to make representations and preserve the discount is midnight on 10 July, so it's not mega-urgent but don't lose track of the date. If you don't hear back from the council by Friday next week, let us know and I'll draft an informal representation for you.

Hi there, I got a response, they have uploaded the photos now. The photos shows that half of our vehicle was parked in line with 1 Rutland and half is a bit head of it. So I guess there is nothing that can be done now, I really do appreciate your efforts!

Hi everyone,

This is my first post so apologies if it is not in the correct format, I’ve followed the guide as much as possible, also I am writing this on behalf of my mum. Essentially, this morning when we were leaving I saw a penalty charge notice on our car and was very confused. The notice is due to the contravention, 01a, and mentions temporary traffic order. There is an order on my street that says that both sides of street from 1 Rutland Road to the end of the street should be empty due to some works happening and this runs from 8pm - 5am, but yesterday when my mum parked, she & I made sure that we were behind 1 Rutland Road. Yet, the fine was issued at 04:27, and when entering the PCN number on Newham council website I can’t see any photos; it just tells me to pay. My mistake here was that I should’ve taken photos of our vehicle, both at night and in the morning when we saw the notice but because we were in a rush, we just picked up the notice and drove off. Could anything be done about this? Would greatly appreciate any help & advice, we’ve not appealed before so are unfamiliar with the process?
