The Flame Pit / Online database for NIPs or S172

Why there is no gov database (based on the V5C) where the registered keeper of a vehicle can check if/when a NIP has been issued by the police and everything is entirely based on mail?
I don't think it would be a very complicated thing to do and it will massively help in a lot of cases, e.q mail being lost, delivered to wrong addresses, mail being intercepted , drivers not able to check their post due to holidays or being away with work etc.
