Civil penalty charge notices (Councils, TFL and so on) / Yellow Box PCN - Homerton Fire Station London

Was wandering if anyone could provide some advice on a yellow box PCN case I am dealing with.
From my recollection I made efforts to avoid it as the pictures in the PCN show a gap between me and the car in front. When traffic started moving I moved also but a car in front the vehicle in front of me decided to stop and let a bus out of the junction(which they didnt need to do), meaning I was forced into stopping in the yellow box momentarily as there was no space on the other side. This is also shown in pictures they sent me.
With all this I decided to appeal it to which they rejected all of my claims. I was given the choice to pay or appeal to judicators to which I requested a video copy so I can decide and make a proper appeal. They said they cant send a digital copy and would need to send a DVD in the post. DVD arrived and it does not work in the DVD player, I phoned TFL and they said it should work on a laptop/pc but not of my devices have CD drives, or nobody else that I know. They were phased out over 10 years ago!
The person at TFL now says I have to pay the standard rate (£160) as time has gone on(of which I was waiting for the DVD), despite me asking for the DVD within 14 days of the rejection letter and the person saying the case had been put on hold. The other choice is to just make the appeal without seeing the footage which i don't feel comfortable doing.
I'm all for paying if I know I'm in the wrong, but something sounds off about the whole process. Surely they know most people wont be able to view the dvd on their pc/laptop and they don't even make it playable on a player. Not sure why in 2024 they can't just email a digital copy but instead have to put it in an outdated format. Clearly they can but choose to do it this way
I'm kind of backed into a corner now and considering contacting citizens advice about this, because it actually feels like I'm being scammed. They've clearly rigged the appeal process to make it as difficult as possible, in the hopes that I just pay up instead out of fear of getting a ccj. Is it best to just make the appeal on the grounds that TFL refuse to supply a digital copy of the evidence or do I need to search far and wide for a device that will me play it? From google searching and some articles Ive seen, this particular yellow box is known for being a cash cow rather than serving any particular purpose.
