Just after more advice really, need help on what I should do please, go to tribunal as good win or not? I feel in my heart the signs are wrong but it's what the law says and I am in a big mix up of understanding since a very close bereavement. so grateful for help please

Is the sign unlawful here? as suggested in responses
 "The correct sign would be diagram 606, vehicular traffic must proceed in the direction shown (in this case) straight ahead."
Reading elsewhere you can use a no left turn sign, to stop a turn into a car park but I dont knwo if this is law or not?

I do think there should be a supplementary sign like they evidence on there photo evidence, should be at this point, not "no left turn" sign"s indicating a no left turn onto the slip road metres away in my opinion.                   
The supplementary sign they show in there evidence was up near teh Marriott hotel looking on street view and this was not seen because trees were lush and would have been grown over the sign as per photo attached if its even still there. unfortunately I dont live local to drive past.

I note the comments you have made ni your representations. You have stated that the
signage used does not lawfully apply to the turn being enforced, that the PCN lacks
sufficient legal clarity to be enforceable, and that reasonable adjustments must be made to

The kerb on the left hand side of the carriageway (highlighted in the photograph) has also been extended and designed to deter entry to the car park from this direction, as it is not permitted.
the Council is satisfied that when taken as a whole the signs are sufficient to denote the restriction inaccordance with Regulation 18 of the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996.
It is worth adding that fi the police observed your vehicle performing a prohibited turn, this could be classed as failure to comply with a traffic sign and as such, would result ni a fixed penalty charge notice being issued by the police and penalty points being added to your licence.
In relation to your comments requesting further time to respond to correspondence, Imust advise there are legislative timeframes associated with a Notice, these are ni place for al appellants and as such they must be adhered ot by al appellants.

The council is showing photos from 2018 approximately we believe, advance warning sign they talk about was not visible on the road, been in a new town absolutely paranoid about bus lanes the driver was trying to take in every sign going and does not remember any sign stating "no left into John Lewis carpark". the reason we think for this is because the sign is amongst  a row of lush and green trees which the trees were remembered for being seen overgrown, as well as buses all in left lane, but no sign. Looking on Street view in August 2024 even you can see the trees have grown over the sign making it unreadable.
The point is the no left hand turn road sign, which is set dead point prior to the road expanding into three lanes and the signs meaning in law  there’s no left turn into that left lane road metres away, because they are road signs at this point. These no left turn road signs need removing, because now it appears the council is saying you can turn left in teh three lane road ,even though the road sign is saying you can’t turn left into that road. The signs need removing and a sign stating no turn into John Lewis carpark needs to be  placed a metre or tow from car park on teh left hand side of road, these no left turn road signs are unlawful to be used for a carpark it appears as Cardiff Council have wrongly used. Ignoring the fact they should not be used for turning into a carpark as I understand it anyway as not car park signs?

Cardiff Council's response that legal deadlines cannot be extended as a reasonable adjustment for a Penalty Charge Notice (PCN) appeal appears incorrect.
A council's duties under the Equality Act 2010 can override certain procedural rules, and as I understand the Traffic Penalty Tribunal has the discretion to accept late representations for appeals.  But I’m sure the council has a duty to make reasonable adjustment for disabilities and I think their statement is incorrect in law.

Would be grateful for anyone’s opinion on this, I would be willing to go to tribunal though it will make my chronic disability worse I am willing to  go to tribunal if my case is fact, so to prevent other people having to go through this stress and illness caused, which seems to be a serious issue when thousands of people are being wrongly caught at this spot due to the council wrong signage.

Thankyou for advice in advance , this is what we thought,

"The alleged contravention refers to a "No Left Turn (50L)", and is based on the use of a standard regulatory sign.

However, the "No Left Turn" sign is only lawful when used to indicate a prohibition into a road, not a private entrance or car park access. In this case, the sign is placed at a point just before a private car park entrance, with a road junction clearly visible approximately 8–10 metres ahead. The sign therefore communicates to the road user that a left turn into the next visible road is prohibited.

This is significant because:

A driver would reasonably interpret the sign as applying to the road ahead, not to any nearby access or entrance,
The use of this sign to enforce a restriction on turning into a car park or non-public road would be contrary to the sign’s legal purpose under the Traffic Signs Regulations and General Directions (TSRGD),
There is no indication on the approach that a car park turn is being restricted or that a different restriction applies.
In this case, the council appears to be enforcing the sign against vehicles turning before the actual road junction, into what appears to be a private or service access. That would be outside the lawful use of this sign, and any enforcement based on that interpretation is therefore legally flawed.I respectfully request that PCN QC88006995 be cancelled on the grounds that:

The signage used does not lawfully apply to the car park turn being enforced,
The PCN lacks sufficient legal clarity to be enforceable,

The person driving is not from Wales and going to a concert which meant the place they were planning to park was closed off to traffic. A horrendously busy evening on the roads in an unknown city, trying to take in all the signs and avoid bus lanes, be safe to pedestrians etc to find somewhere to park.
Now received a PCN for turning off a two lane one way street into a car park, at a road point that merges as a two way street just at car park entrance, with a left turn road maybe 8 to 10 metres from car park entrance ahead.
The area is badly signed, and not efficient, you cant see any signs as you come round the bend, so no advance warning until on top of area.
800 people were caught doing this same turn in one week according to the news.
The driver would have seen coming round the bend, to a unknown area, pedestrian crossing to watch, no sign on right visible as angled funny, you see the car park, then  seeing ahead youre taking in the change of road layout too a 2 way street and layout ahead where cars can also turn into car park now in front one two lane traffic.  The left "no left" turn sign also angled would have been thought to be for the left turn road shortly ahead, as it merged as a two way street, but still had two lanes, one ahead, one road going to the left on the corner of car park building.
So driver would thought this sign was warning for this left road turn metres ahead, so people can get in correct lane for straight on. Never no left turn into that car park.
There was no "no entry sign" to the car park entrance facing the one way street drivers,  making it clear it meant no entry to the car park and not the left turn shortly ahead? 
Cannot see a reason why there would be no left turn into this car park, as safer than the opposite direction turning right into it and causing traffic queues?.
So cant see any sense as to why a no left turn would not be allowed into this car park at all.
Obviously that is the rule with this one way street, having been one driver of probably thousands now surely highlights signage is not adequate.
Feel it clearly needs a "no entry" angled sign clearly highlighting to people coming from the left at the entrance of the car park. I cant see any new person to the area knowing this "no left sign" is pertaining to the car park and not the left road a few metres away.

Yes, there was a lane closure and temporary lights on St Lukes as well so traffic was coming towards me in the lane I was entering as I turned left.
The person doesnt think there was a stop sign there at all, even before the lane closure.
But they will get in touch with Police to get a copy of the video to check. Because of the dark areas and the sun in the area locally, you do at many lights, have to concentrate hard on the main traffic lights, to see if they are definitely showing or working at many sections, because they are difficult to tell what they are on.   
Ive found that myself many times having to go slow to check, so I have sympathy for what happened to this person in this spot, genuinely thinking the lights were not functioning as driving towards them looking and looking up at the left, missing teh lights on the other side of road. It was a genuine mistake, which could have been avoided with signage, red stop/ wait here sign and temporary lights put at the beginning of the lane closure, as people would normally expect and traffic legislation states to do. Do whoever manages the closures not have to follow these legal procedures, ie can they put temporary lights on opposite side of road to where lights are normally positioned, and after the blue arrow sign etc,  especially without red signage ?  Thanks for your advice

Ive added a picture of area at teh time where you can see its poor lighting.
There was no attempt to speed through lights as were not seen, the video shows the slow speed of teh vehicle as to being cautious.  attached photo of road thankyou for help

So sorry Andy im not very computer literate im afraid. im like one sentence an hour one finger typing. what is a GSV /GM LINK? I will try and look up in meantime but may need to try and get some help. thankyou for reading. Yes the driver details  have been sent off to the police.

Genuinely this is for a friend who has difficulties explaining due to health.
This person had borrowed a car. Someone kindly sent a video to operation snap and teh Police have asked for name of driver.On the front page of the letter it states  "Offence Drive on road, other than a motorway, fail to comply with red/green arrow/lane closure light signals".stating "offence RT88975 states contravene red traffic light in the letter. On turning right the driver is met by oncoming traffic and has to reverse".
Factually the driver was turning left not right. It is a one way road with two lanes. The left lane is normally only ahead or left. Right turn is to a car park. The car park lane was closed off. According to govt temporary traffic lights it states. "the temporary lights are clearly visible and positioned in advance of the lane closure and turning points".
These temporary lights were positioned long after the lane closure, level with the non working lights, positioned on right of the road closure side and not placed before the lane closure, hence he did not see the lights hidden behind blue arrow signs etc. There was no red sign saying temporary traffic lights prior to lane closure
The non working lights were seen on teh left by driver as he is negotiating the closed lane. It is a dark area due to high building walls at 1450pm in afternoon, so lighting is not very good as evidenced in their pictures, so as he approached them with caution he was looking up to check they were still not working, which they were not, whilst looking ahead at safety of road where no cars were visible ahead and taking everything in in the area for safety, he thought they were just out and not working and proceeded with caution at slow speed. He was going very slowly and as turned left, traffic was travelling towards him in the left lane he was turning into, unbeknown to him. So he reversed back into a safe place slowly and waited until it was safe as had no vision of lights as all not working.  Now the letter has arrived and he did not see the temporary traffic lights in middle of the road as pictured, which were positioned behind a blue arrow sign, and many metres after teh lane closure looking at the pictures, which would have been hidden at a distance approaching as low traffic lights, on a gradient coming up hill, and when youre trying to take in the permanent traffic lights not working on your left, in dark black road you are really concentrating against bright sun in the distance. If lights are out on a two lane one way road where should the temporary lights be on positioned in law when road has been made to one left lane?    Grateful for any advice as I do think there has been an error here and road temporary planning was poor and probably unlawful? Havent added pictures yet as you advice not too.

A disabled wheelchair user and a visitor to a cctv hospital car park, parking in a disabled bay not meeting disability regulation in design or access.

On leaving the car park you have to register your disabled badge for free parking via a machine. The payment machine keyboard is designed at the top height of the machine, at a height too great to reach from a seated position, and so the registration input was inaccessible in practice. It is discriminatory and people struggle to reach , make typing errors or no letter is selected when keyboard attempt is pressed, its speed is to fast, changing pages on the screen. After long struggle and pain it was believed blue badge went through ok. The machine provides no receipt, leaving people uncertain the vehicle was recorded or not. To double check again someone may re flash the blue badge for the second time it states the disabled badge is in use, so you just pray it has accepted it. only this time it was met with a ticket in the post for non payment. It was noticed from PCN pictures sent that the plates were both white as in the pictures were both of the front of the vehicle only. No yellow plate for the rear which seemed odd. It is addressed to a name, not notify the driver ? not sure if this makes any difference. There is no trust in this machine. It is discriminatory to disabled and small people as you have to type information in at the top height of the machine window when disabled people would find this difficult or impossible to reach the height with their hand. advice welcome attached pictures and car spaces not meeting car parking standards.

 PARKING BAYS ARE NOT ACCESSIBLE or the required measurement ie there is no dropped kerb. There are no access hatchings either side of the parking bay as per law, meaning you could not access the footpath from the vehicle you have to go on road. The bays has no access for a wheelchair transfer both sides of the parking space due to kerb directly next to parking space. Hardly any space to reverse out of space, due to shed storage blocking the road as pictured at the rear.
