Civil penalty charge notices (Councils, TFL and so on) / Westminster Council PCN

Hi, I got a parking fine in Westminster on the 17th near the museums.
They had suspended some bays but their notices were pointedly misleading, referring to a building and the bays outside it.
I was just wondering if anyone else has any advice on how to challenge it, possibly any previous cases I can quote?
