Redbridge almost always have an advance sign earlier on the road that the car drove on, its worth finding out how it looks.

Good outcome.

Seem to have been cancelled hassle free.

I did mention that it was outside PoFA 2012 requirement.

Thank you. I stand corrected.

I am the registered keeper and do have the V5C.

I am the registered keeper of the vehicle, and I dispute your 'parking charge'
As your Notice to Keeper (NtK) does not fully comply with ALL the requirements of PoFA 2012, you are unable to hold the keeper of the vehicle liable for the charge.

I have received an invoice from you dated 12/08/2025, this was received on the 14 / 08/2025.
You had stated that the vehicle entered the site  on the 14/07/2025 and this is when the ‘contravention’ occurred.

As you will be aware, under Schedule 4 of the Protection of Freedoms Act 2012.
(4)The notice must be given by—
(5)The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.

As your Notice to Keeper (NtK) does not fully comply with ALL the requirements of PoFA 2012, you are unable to hold the keeper of the vehicle liable for the charge as this invoice / charge was received well outside of the permitted period, this invoice isn't valid.
Please cancel this invoice.

Or am I wasting my time and just go with what 'Jfollows helpfully stated above.

Thank you,

Thats very helpfull.

Is it worth saying about the 10 minute grace period?

Is something like this worth saying or best to appeal using what you have posted above.

This charge is invalid as the car was within the ground for under 10 minutes as shown on your records and the invoice was sent outside the permitted time requirements of PoFA 2012.

Hi all,

The driver drove in to the car park, stayed for less than 10 minutes and drove out got an invoice as been recorded by the ANPR.

Entry 19:56
Exit  20:06

I think this is unfair, but will pay if you guys think its not worth appealing. Opinions please as its 14 days today.  :-[

Unfortunately, I don't have signage at the site, and haven't been back to that area and there is no easy parking around to just go and get a picture. (don't want another invoice sent to me :))

Well as the discount is not on offer you might as well appeal to the tribunal.

I'm happy to act as your representative if you wish.

Hi, I would like to take you up on that offer as its the fist time I'm going to try applying to the tribunal.
Anything to be aware of before filling the form / online.

Any special timing slot that works best?

thanks

8
No consideration of your specific point. No amendment to the Order restricting parking to between marked signs produced in support of there'defence'.
Are you thinking of pressing on to tribunal?

True, that's the plan. Though need to read up how to do this properly.

9
No luck with the NTO formal appeal either, has been rejected.

Your representation has been received

Your representation was submitted on Wed 26/07/2023 17:54.

Make the same representation again.

Thanks I'll write the same again as per below,

Dear London Borough of Redbridge,

The alleged contravention did not occur. The PCN was issued for parking on the footway, however footway parking has been allowed on this road since 2014. The footway parking resolution disapplies the footway parking ban from the entire road, and any signs that suggest otherwise are simply incorrect. I refer you to the decision in Himat Kotecha v London Borough of Redbridge (2210061465, 18 March 2021), which was based on essentially identical facts.

As such the alleged contravention did not occur and the PCN must be cancelled.

Yours faithfully,

12
I have received the Notice to Owner, what do I need to do now please?

Honestly with these Redbridge roads where I have the footway parking resolutions, I've never lost.

You don't really have to do much as far as the tribunal appeal is concerned, you just fill out a letter of authority and I'll do everything else for you.

Thanks, will keep you updated.

thanks

You will win this. I had a similar case few years ago, I contacted the council and ask them to provide me the council resolution on the restrictions in the road where my car parked. They provided me the resolution and it was clear that the road was exempted.

Thanks

14
Well obviously wait for the Notice to Owner, I take it you're the registered keeper and have the V5C?

Hi, Yes I have the V5c.

what are the chances I will win this, is it worth the effort of going to appeal if there is a chance they will end up siding with the council and I have to end of paying more and wasting time?

For context,

Initial fine and pictures,

It seems that the 'Park partly on Kerb' applies to the whole street and not just to part of the street.
