Dear moderators and advisors,

The "Enforcement Notice" has arrived as per below.  The advice previously was:

1) Go to Tribunal and ask the council to attend with a person who signature certified the video having to attend, bet they don't do and hence I win the appeal - would i have to physically attend for this?
2) Ask the council to prove that signage was present to inform me that the bus lane was in operation during that time.

Please advise what is the best plan and what I should do next? Thank you

UPDATE
I appealed some days ago stating simply: "Due to what appears to be delays in postage, I have only just received this PCN, I ask that the clock be restarted to allow me reasonable time to investigate this matter." I am still awaiting a response.

I also took advice from the 'Yellow Box Guru' who advised that I argue:
a) that the coach was blocking my view of the yellow box
b) that the box was faded and not visible from my driving seat (he advised I go back and take photos as the boxes are often much easier to view from the sky but faded from ground level.

Here are the photos showing a highly faded box from 1) my driving route and 2) from the side road. This should be winable correct? Should I still wait for a response to my initial appeal asking for more time?

Surely this is an easy win, argue there is no signage proving that the car was parked in a residents only bay.  It is upon the council to prove that it was parked exactly in a zone which was residents only correct? And for the Council to map the location and prove it was definitely in a residents only bay is going to be too much work for the council and possibly impossible to prove, so they will pull out just before the tribunal date.

As per this situation where Joe Lycett got out of a similar fine: https://www.youtube.com/watch?v=2Gkiw7zpULo

Could @hippocrates or @cp8759 assess please?

So you are referring to the wording "date of service of PCN" as opposed to "date of notice". Are these things not the same thing?

Hello,

I note your advice. However do I not need to reply within the 28 day period since the notice which was issued on 3/12/2025? 28 days will be Wed 31st December 2025 deadline. I think the PCN must have arrived delayed in the post on 27/12/2025.

I've checked again and yes there was no signage on the 2 photos and 1 video uploaded by Ealing council, except for the lane marking which said "bus lane"

Please advise about the deadline period of 28 days?

Thanks, Sid

Incidently, the website still allows me to pay albeit at an increase fee of £240 and it's been approx 47 days since the notice was issued. I have now appealed stating simply: "Due to what appears to be delays in postage, I have only just received this PCN, I ask that the clock be restarted to allow me reasonable time to investigate this matter."

My plan when they write back is this, could admins advise please?

1) The side road joins the main road diagonally. There is a cycle lane on the left. There is a central island on the main road. The box junction should technically end where the central island starts as any extension beyond the central island serves no reasonable purpose. My car was situated beyond the island and did not create any obstruction to traffic turning right. Therefore my appeal should be allowed due to the size of the yellow box extending beyond what is reasonably required and importantly beyond the central island which acts as a traffic movement impedence in anycase.

2) Mitigating circumstances: Due to slow moving traffic, I was following the coach vehicle and it blocked my view of the yellow box. Entering and stopping in the last remains of the box was therefore beyond my control.

Thanks,
Sid

Ok so it still allows me to pay the full amount £160.

Before I submit representations that the clock should be set back to the discounted rate because I didn't receive it until now, what else can i say in the representation to help me?

b) Can I argue coach blocked my view of junction until too late?
c) Can I argue I was not blocking the movement of traffic despite stopping in part of the box

Thank you

Thanks, so you are saying I would serve a notice to the council to attend the tribunal is one option?

Before I go down that route, please could anyone reply to my list of proposal questions?

a) Image shows last letter of registration is not clear: could be L or E, can I argue this?
b) It states I can have formal representation if: the vehicle was being used without the owner's consent. It must have been used by someone with access to the keys who has not informed me. I have yet to find out who as nobody has said they were the driver yet. Can I argue this?

Hi and thank you, Yes I am the owner with the V5C.

The delay in receipt appears to be due to postage delays, as it was issued 11 days after the alleged contravention according to the paper, despite me only receiving it now almost 2 months later.

I imagine you were referring to cases where the council issues it 2 months later?

1.TOPIC TITLE.
Ealing Council, Code 34j Being in a bus lane: Greenford road / Locarno Road, Greenford Southward (U)

I have only just seen this PCN, there must have been a delay in the post. Contravention was 27/11/2025 and I have received this one month later on 28/12/2025, though it does say it was issued 6 days after the alleged contravention.

2. Outline of case: I am the owner of the vehicle but I was not the driver at the time. It appears the car was turning left from a bus lane in advance of the junction by about 25m according to google maps.

4. My questions

a) What can I say in the best words to explain I just received the fine?
b) Can I argue the route appears clear to enter bus lane to turn left?
c) Image shows last letter of registration is not clear: could be L or E, can I argue this?
d) It states I can have formal representation if: the vehicle was being used without the owner's consent. It must have been used by someone with access to the keys who has not informed me. I have yet to find out who as nobody has said they were the driver yet. Can I argue this?
d) Anything else you advise?

Dear all,

1.TOPIC TITLE
Westminster Council, Code 31, Entering & Stopping in a Box Junction: Bayswater road junction with Westbourne Street

Fine arrived just now, almost 2 months since date of incident: 1st Nov 2025, only arrived in post few days agao in the post in the last week, I have been away for 1 week and just picked it up today 28/12/2025.

2. Outline of case: Video linked here, shows a coach was in front of me and impeding my view of the box junction. Also I was out of line of the traffic turning right and not impeding their flow by any means.

3. Links of video & 3 images

QUESTION:
a) What can I say in the best words to explain I just received it?
b) Can I argue coach blocked my view of junction until too late?
c) Can I argue I was not blocking the movement of traffic despite stopping in part of the box
d) Anything else I can argue to release me of the fine?

Thank you
Sid

@cp8759 I only have 6 more days to reply to reach them by the deadline, please can you help with my appeal? thank you.

Hi administrator

So as you predicted they rejected my formal representation. Now I have to appeal by 27th August 2024 latest.  What on earth is their logic and how can I get through to them?  Please advise on how to word my appeal if different from the Actual representation (images attached on link of my representation and the TFL rejection).

Should I refer to the legal precedence, another case you posted similar to mine and lead to the case being dropped? As you said earlier "I won an almost identical case on this basis last year, see Muhammad Adnan Aslam v Transport for London (2220794881, 17 May 2023), the only difference in that case is that there were no bay markings, just double red lines and an upright sign." https://drive.google.com/file/d/1Zic3j2Le-kDKFIOFp36zQMhKPNwKjgSe/view

Thanks i'm well appreciative of all the help and will await admins help

In terms of how long this could have been going on for: It's been since Dec 2023. After talking to Simmon's bar management next door, they informed me that the council repaved the road around Dec 2023 and the contractors painted the whole street with double red lines. Later they came back to paint the white line box demarcations but did not remove the red line inside this white box demarcation specifically at this spot. Since Dec 2023 to now they have been fining people in this white box demarcation, the staff told me loads of people they know have been fined at this exact spot I was in.

Dear all helpers,

I have received notice to owner, how would you recommend replying?

Just to recap, the marked bay saying you can park outside of the controlled hours 7am to 7pm was wrongly marked with double red lines inside it and is a hotspot for revenue generation by TFL. confirmed by the local bar staff tfl is using this to constantly fine people. you can't have both white lines for the parking bay and double red lines in the bay, but they have done since they repainted the road.

- explanation, black volvo is mine, when i went back to photograph the location, white van was parked where i was and so i am drawing attention to location by circling same landmarks as on the original photo with my black volvo. also, there are two lanes to drive and one parking pay. the fining officer purposefully tries to cut off the white parking bay lines off in his photos (again confirmed by the local bar staff)

notice to owner: it's only 1MB pdf, this site wont let me attach it, says capacity is full, shall i start a new post? "The upload folder is full. Please try a smaller file and/or contact an administrator."

or maybe google drive link works?
