I would appreciate some advice please.I received a Notice to Owner stating that a PCN had not been paid however I never received a PCN. I've attached both the notice and the evidence provided by the council. Although there is a PCN on the windscreen this was not there when I went back to the car, otherwise I would have paid it. I suspect that someone removed it.My query is twofold.
