I realise this is an old message, but for the record, I would like to add some points of interest, to help others, as I believe these Public Notice have expired in 2023, despite them stating other dates.

LBI's website https://www.islington.gov.uk/parking/traffic-management-orders states on Traffic Management Orders, How we consult on and make TMOs “We follow the mandatory consultation process required by Part II of the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 (LATOR). This includes: advertising schemes in the London Gazette and a local newspaper (the Islington Tribune)”

Received a penalty charge notice for parking in a suspended bay, then ask the council or the Department for Transport try  TAL@dft.gsi.gov.uk for a copy of the authorisation and the diagram.

The Council must be requested to provide a full copy of the relevant Order which is the Islington (Parking Places) (SPA) (CA-Q) Traffic Order 2001 (“the Order”).Article 31(6) of the Order provides that No person shall cause or permit a vehicle to wait:
