I received this request for further information, driver's name and address after I appealed as the registered owner.

The driver parked in Kassam Stadium car park Oxford to watch a film at Vue cinema on 27th June 2025.

The registered keeper received the pcn in the post 7th July 2025.

Dear Sir/Madam,

Thank you for your correspondence relating to your Parking Charge: ############.

The Charge in question was issued without invoking the Protection of Freedoms Act. 

In accordance with the DVLA and BPA rules, Charges can be issued up to seven months from the date of the parking contravention.

Please forward to us the full name and address of the driver at the time this charge was incurred so that we can update our records accordingly.

Please also confirm if you are appealing on the driver's behalf or alternatively, please request the driver appeals this Parking Charge with us directly. If you are appealing on behalf of the driver, you will need to provide signed authority from the driver that they have given you permission to deal with this matter on their behalf.

We are placing this Charge on hold for 14 days from the date of this email to allow you to provide the details requested.

Thanks for that, is this what you mean about being careful with online appeal forms?

What do I need to do here with the switch, are you submitting this on behalf of someone else. I as the registered keeper received the letter so I believe I am submitting it for myself.

The driver arrived at the University campus on 18-02-2025 at 19:01 parked up and attended a meeeting. The driver then left the campus at 20:02.

The registered keeper received the pcn by post on Monday 24-03-25. Very nice thanks.

No the police were not directing the traffic when I reached there.

Many thanks for your reply, hopefully the streetview link shows where I was driving on the A312 towards Teddington. I would normally take the left at the roundabout for Park Road A313 but was prevented from doing so. I knew that Burtons Road was off limits to Commuter traffic.

So the Police had blocked the road slightly further up the road from where you can see the Teddington sign post.

Traffic was actually turning into Queens road which is normally no entry.

I had already been stuck creeping along in the massive delays and so I just followed the traffic ahead of me.

The time line of events were;

19/04/23 : Date of contravention,
25/04/23 : Date of notice for PCN posted to my house address,
05/05/23 : I submitted my appeal (I received email confirmation that they have received my appeal submitted by an online form),
14/06/23 : I received an email with a letter attached advising that I'm not the registered keeper of the vehicle.

My wife has only received the original PCN and no further correspondence.


On the morning of 19th April 2023 I was driving the car to work on the A312 in Hampton and the road I normally travel on had been blocked to all traffic by the police. I just followed the traffic in front of me down Queens road and then Burtons road. There were no signs for a diversion.

Subsequently I received the below PCN
