Civil penalty charge notices (Councils, TFL and so on) / Hariengy Council - Failing to comply with a restriction on vehicles entering a pedestrian zone

Hi,
I need your assistance please.
I have been given a fine at For a 53 Pedestrian zone.
I genuinely did not see the sign as I was cautious of a reversing car on my left and also watching out for pedestrians.
AS you can see sign is high up and tilted to the left.
