Thank you for the clarification.
It appears the signs were turned around after my PCN was issued. I suspect that due to the high number of PCNs issued on that road, an individual or group has taken matters into their own hands.
-
Need some advice. I visited the PCN location and discovered that the time plate / Red Route sign is facing the other way. A number of the times plates / signs on Commercial Road have been turned around or defaced.
Will this make a difference to my appeal ?
No, this is the photo on the TFL website and it shows that the sign relevant to you was not facing the wrong way:

Thanks for the breakdown.
Are you saying that there is no chance of making a successful representation on the basis of loading and unloading?
Are there any other grounds to make a successful appeal?
Thanks
You're bang to rights as far as the actual offence goes, but there may be a procedural/technical error that @cp8759 cab tell you about.

I can't see anything, sorry to say it.

@JOJO1209 please look at the email I've just sent you.

00:00-07:00 it's a bus lane.
07:00-10:00 it's a Red Route.
10:00-16:00 it's a Red Route parking bay where you can park for 1hr & must not return within 2hrs
16:00-19:00 it's a Red Route.
19:00-00:00 it's a bus lane.
Your PCN is for 18:30, when it's a Red Route and there's no stopping on an active Red Route - it says so with both the traffic symbol and in words on the sign.
-
Are you saying that loading and unloading is not allowed out those times ?
-
It's the hours of operation that are at issue here.
You're parked in a Red Route parking bay at 6:30pm. The bay is only operational from 10am-4pm. Outide those hours it's a Bus Lane on a Red Route.
The Red Route is active 7am-7pm. You actually parked next to the sign.
-
The Ticket was issued for a Red Route and not a bus lane. Yes I can see the bus lane sign from The TFL photos but the PCN CC says red Route not bus lane.My car was parked loading inside the red route box.
There are bus lanes all along Commercial road but all the red Route boxes are inside the bus lane.
Sorry but am I missing something. It will be helpful to know.
-
The bay is only available 10am-4pm - the rest of the time it's a bus lane.

I was loading Items from the wholesalers shop ( Wow Clothing
142 Commercial Road;
London E1 1NL
) into car.
I had to bring my car close after paying for the goods as the items were a lot.
If there is a video it will show me loading the items from the shop into car.
Please where will I be able to get the video, there are only three (3) still photos on the TFL website.
I parked my car in a red Route bay, the PCN was not issued for a bus lane.

Take a look at the PCN photos on the TfL website - I think you're remembering a different day!
There's no traffic. You're pulled right-in to the kerb. You're stopped for over a minute. The zoomed-out context shot even has the "start of bus lane" sign in it.
@STIR
Thanks.
The page to view the PCN is currently is currently unavailable. Will be back at 8 pm tonight.
See message below
" Sorry, we’re fixing something
We're updating some of our systems right now so some online services are temporarily unavailable.
.........
Unavailable services include Road User Charging account services, Pay to drive, Auto Pay registrations, discount applications and Pay/Challenge a PCN. We expect things to be back to normal by 20:00 on Sunday 17 August 2025."
"
It is the same day but it was at a later time thinking of the time the PCN was issued.
I will take a look at the PCN when the service becomes available.

@JOJO1209 please email me this PCN directly.
PCN emailed to you.

@stamfordman
@H C Anderson
@cp8759
It is TFL.
PCN now attached.
Please let me know if this is okay now.
Any advice will be appreciated.
Just conscious that I have limited time before the 21 days to make a representation to still keep the discount.
Thanks
-
There's no PCN - try putting it on an external host.
Also looks like TFL not Tower Hamlets.

Do you prefer me to upload it onto Imgur?

TFL
Red Route CC46 - O/S 140 - 150 Commercial Road E1 on
25/07/25 @ 18:30. Notice date 01/08/25
Hello all,
I’ve received a Red Route PCN and would really appreciate your help in challenging it.
Borough of Tower Hamlet
Red route CC46 -
O/S 140 - 150 Commercial Road E1
25/07/25 @ 18:30.
Notice date 01/08/25
I’ve attached a copy of the PCN with my personal details redacted.
I’d also like to view the CCTV/video evidence to properly recall what happened.
What’s the quickest way to request or access the video from the council?
What I remember:
It was a Friday afternoon.
Traffic was extremely heavy and slow-moving — I was following the queue of vehicles ahead.
I believe at one point traffic moved aside to allow an emergency vehicle with sirens to pass.
I’m not familiar with the area and didn’t realise I’d entered a bus lane at the time.
I don’t recall seeing clear advance warning signs.
What I need help with
1. Finding the exact location on Google Maps/Street View. I don’t know it myself — hopefully the PCN still images, time stamp, and camera reference can help identify it.
2. Advice on potential grounds to challenge, such as signage adequacy, operational hours, or the emergency vehicle situation.
3. Best way to request the video and any other supporting evidence (e.g., Traffic Management Order).
Thank you in advance for your advice and help.
