Yellow box 31j Regents Park Road

Surprised to receive PCN for 'entering and stopping' in yellow box at junction with Tillingbourne Gardens.

Video show clear empty box when car entered the yellow box and continued driving - still inching and possibly stopping for a second or so (not so sharp on video).  The video does not show traffic after the box so there's no knowing if there was a sudden stop ahead.

I've seen that a yellow box should be at a junction of 2 or more roads but this is a single road only.

Is there any way of successfully challenging?

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

Not sure I'm following you. It is a junction of 2 roads - Tillingbourne Gardens and Regents Park Road (assuming you mean here).

Read the posting instructions in the link from Hippocrates.

For yellow boxes it's imperative to see the video so only redact your name and address from the PCN.

You need to let us know the VRM and PCN number....  best to upload the PCN as well as there may be technical flaws in it.

If you'd moved left into the available space straighaway, there would be no contravention, but you were stopped in the box for quite some time, certainly well over what might be considered de minimis. I cannot see any robust appeal, I'm afraid.

Looks to be about 3 seconds, is that too much?

The area was clear and then the car in front stopped.  (traffic lights just after).

Ultimately your chosen exit from the box was the left hand one, and there was probably just about sufficient space for you to exit, at least to clear it to a 'de minimis' extent.

I would submit representations on the basis your chosen exit was clear and you were not prevented from exiting by a stationary vehicle.  The rear of your car had actually fully passed the width of the side road, so I think you could argue that you only stopped as you assumed you'd already cleared the box and wouldn't be blocking access to Tillingbourne Gardens.  Had you realised part of your vehicle was in the box you'd have simply moved forward into the space in the left hand lane earlier.

Additionally I have noticed that the car in the third lane (from right) crossed into the second lane after it crossed the box causing the car in front of me to stop to let it through and thereby blocking me from going further.  So there was enough space for me to cross over but then another car pushed in preventing me from doing so.

I don't think that helps you - it's your responsibility not to enter the box until you can be sure of getting across (just in case something unexpected happens like this).

Sorry to have to say it, but I don't see a win here at London Tribunals. As we all know, the councils never give way on these, so it's the only unbiased place for a decision either way. For me, the car stopped due to the presence of stationary vehicles, so the contravention is made out.

Of course the OP has the absolute right in law to take the council to London Tribunals but the full PCN penalty will be in play, and this is definitely not a slam-dunk win, I'm afraid

The test isn't that it stopped due to stationary vehicles, it's that it HAD to stop due to stationary vehicles.

If there was a bigger space in the left hand lane, I'd say it was definitely winnable as that was the driver's choice of exit.

My concern is that the space in the left hand lane probably isn't quite big enough to have been able to clear the box under this argument.
